Strategic Operations Advisor
The Strategic Operations Advisor is a dedicated professional responsible for developing, leading, and implementing comprehensive process improvement and automation projects that align with agency initiatives, while planning, analyzing, and evaluating the effectiveness of organizational operating programs. Location of position: Office of Human Resources Management (OHRM) OHRM focuses on helping GSA attract, motivate, develop, retain, and reward its most valuable resource: its employees.
We are currently filling one vacancy, but additional vacancies may be filled as needed. Collaborates with executives and staff across all GSA organizational lines, across agencies, and within The Office of Human Resources Management (OHRM) to accomplish needed actions for OHRM and ensure compliance with Federal mandates and guidelines. Serves as a liaison to high-ranking division leaders and program personnel to convey information regarding program activities, agency policies and goals; to clarify procedures; and to interpret directives and/or other governing regulations, as needed. Provides guidance and support to OHRM leaders and program and project managers to ensure programs are managed and products delivered on schedule and within budget. Serves as the Program Manager and performs highly sensitive activities, obtaining appropriate resources to facilitate accomplishment of objectives of major importance to OHRM, GSA as a whole. Develops, leads, and implements comprehensive process improvement and automation projects across the organization, aligning with agency initiatives. Plans, analyzes and/or evaluates the effectiveness of operating programs. Determines and reports to management staff on acceptability, sustainability, completeness, and timeliness of program and project charters, plans, deliverables and products. Prepares and presents white papers and briefings, and leads meetings to support oversight and representative duties for GSA and other senior stakeholder leaders and staff. Serves as a primary liaison with internal and external stakeholders, including Agency Review Teams (ARTs). Prepares and presents concise, high-level briefings to support informed decision-making by senior leadership. Consults on the development of and proofs deliverables and products. Track's publications of OHRM produced policies, memoranda, letters and other deliverables through the Office of Administrative Services (OAS) and other GSA offices. Creates methodology and processes to ensure managers deliver products using the correct format, style, and substance for executive level review.

If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 5 investigation level). You must be granted this clearance before you can start the job. Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).
