Strategic Planning Analyst II - Strategic Planning - Promotion Process Section

This posting is for one (1) full-time Temporary position ending on or before December 31, 2026

The Strategic Planning Advisor will work to connect strategy to operations and help Bureaus across the service leverage their expertise to meet EPS’s strategic goals. Embedded within the Recruiting & Promotion Branch, this position provides independent analytical, evaluation, and advisory support to leadership to ensure promotion processes are effective, fair, defensible, and continuously improving.
The position complements operational and administrative functions by focusing on why processes work, how they can be improved, and how evidence can be used to inform leadership decision-making, rather than on scheduling or delivery of individual promotion activities. Through research, performance measurement, and project support, the Specialist helps the Section anticipate future needs, respond to oversight and organizational priorities, and take promotion processes to the next level in alignment with Service-wide strategic goals.
The position will\:

  • Provide strategic analysis, evaluation advice, and recommendations to leadership to support promotion-related decision-making.
  • Translate organizational priorities, risks, and long-term objectives into actionable plans and evaluation strategies.
  • Design, implement, and maintain evaluation frameworks to assess the effectiveness, efficiency, and fairness of promotion processes.
  • Conduct research and environmental scans to identify best practices in policing, public sector promotions, and assessment methodologies.
  • Analyze promotion data, performance metrics, and trends to support strategic planning and operational decision-making.
  • Develop and monitor key performance indicators (KPIs), outcome measures, and performance reporting frameworks.
  • Maintain and enhance data management systems, ensuring data accuracy, integrity, governance, and quality assurance.
  • Prepare defensible reports, audits, business cases, and evidence-based recommendations using reliable data and analysis.
  • Develop, review, and update policies, business rules, procedures, evaluation frameworks, and related promotion documentation.
  • Lead or support promotion-related projects, process improvement initiatives, and complex multi-stakeholder programs.
  • Apply project and change management principles to manage timelines, risks, implementation, dependencies, and post-implementation evaluations.
  • Support the design, review, validation, and continuous improvement of promotion examinations and assessment processes.
  • Prepare presentations, reports, findings, and recommendations for senior leadership, executive committees, and oversight bodies.
  • Respond to executive, legislative, and oversight inquiries regarding promotion processes, outcomes, and evaluation results.
