Student Assistant - High-Cost Support and Surcharge Unit- Hybrid - (San Francisco, CA)

The California Public Utilities Commission (CPUC) under Communications Division High-Cost Support and Surcharge Unit is seeking to hire a student assistant who is dependable, proactive, and enjoys problem-solving.

In this role, the student assistant will assist telecommunications carriers navigate evolving state compliance obligations, assist with research and data analysis on telecommunications regulations and related policy issues, and gain exposure to program operations and process improvement. This is a great opportunity to get hands-on public sector experience while gaining a behind-the-scenes look at the evolving telecommunications landscape.

Conditions of Employment

This is a part-time, temporary, non-benefited, student position. Employment in all positions with University Enterprises, Inc. is dependent upon the mutual consent of University Enterprises, Inc. and the employee. This means that either University Enterprises, Inc. or the employee can, at any time, terminate the employment relationship at will, with or without cause.

Prerequisites

Must be a college student attending classes during the regular term (Fall, Spring and Winter, if applicable), at one of the accredited colleges or universities on our affiliation list. Students must be enrolled in at least: six-semester units or nine quarter units for undergraduate students; four-semester units or six quarter units for graduate students.

Students declared major must match the major(s) listed in the job posting.

Majors/Fields of Study

Public policy, Economics, Business Administration, Communications, Accounting, Finance, Political Science, Public Administration, or a related field.

Work Schedule

Flexible workdays and work hours, Monday – Friday, between 8 AM – 5 PM. The final work schedule will be determined by the supervisor. The student may be eligible to telework multiple days per week (e.g., 1 day in the office/4 day remote work).

Additional Work Schedule

Student Assistant and Graduate Assistant employees generally work up to 24 hours per workweek (Sunday – Saturday) during the academic year and up to 40 hours per workweek during breaks; (winter, spring, and summer).

Compensation

$19.25 - $26.25 per hour.

Minimum Qualifications

  • Proficient in Microsoft Office apps including but not limited to Word, Excel, Outlook, PowerPoint.
  • Ability to work independently, multitask, and prioritize in a dynamic environment.
  • Ability to manage tasks efficiently with a high degree of attention to detail.
  • Excellent written and verbal communication skills with a collaborative, team-oriented approach.

Preferred Qualifications

  • Experience handling customer inquiries, complaints, or service requests.
  • Ability to reason logically and creatively, and utilize a variety of analytical techniques to resolve complex governmental problems.
  • Ability to analyze data and effectively present ideas and information.
  • Ability to problem-solve, develop, and evaluate solutions and alternatives.
  • Ability to perform assigned duties with a high degree of accuracy.

Duties and Responsibilities

Under direct supervision of the supervisor or its designee, the student assistant will perform work of low to average difficulty in a wide variety of administrative and analytical assignments in the Communications Division High-Cost Support and Surcharge Unit:

  • General Inquiry Inbox Management: Manage inbound communications via email; review and route incoming inquiries to appropriate staff; respond to less complex stakeholder inquiries in a timely manner; track inquiry trends.
  • Program Support and Coordination: Process new accounts, login inquiries, contact updates, account closures.
  • Research and Data Analysis: Assist with researching and identifying carrier non-compliance issues including non-reporting carriers, invalid/bounced contacts, recent reporting anomalies, etc.; independently conduct research regarding telecommunications regulations, Commission decisions, statutes, and related policy issues.
  • Continuous Improvement and Strategic Support: Engage in special projects assigned by staff, contributing to process improvements, efficiency initiatives, and testing/proposing system enhancements; participate in meetings with other sections to present research and investigation findings.

Physical Requirements

Sit for extended periods; frequently stand and walk; manual dexterity and hand-eye coordination; corrected hearing and vision to normal range; verbal communication; use of office equipment including computer workstations, telephones, calculators, copiers, printers, and scanners with or without reasonable accommodation.

Working Conditions

Work is performed in a hybrid environment.

Interns may be eligible to telework multiple days per week (e.g., 1 day in the office/4 day remote work).

Students/Employees will be required to work according to the current UEI remote workplace policy and sign a UEI Work from Home Agreement. The decision to permit an employee to work from home is at the discretion of the supervisor or employer and may, at any time and with or without cause, unilaterally terminate the option to work from home.
