Key responsibilities

  • Work to a 90-day look ahead schedule and provide leadership and guidance to site-based construction supervision (multi-discipline) and construction contractors.
  • Assist subcontractors in finding the best method to execute the works.
  • Monitor daily construction details and daily progress in the area (PPC).
  • Understand Petrofac scope of work, and the detailed scopes for each subcontractor, together with an appreciation of the contract type, e.g. reimbursable, unit rates etc. On reimbursable contracts, the Construction Superintendent is responsible to verify that all subcontractor personnel and equipment are being used efficiently and sign off on daily timesheets verifying this.
  • Be contractually aware, identifying changes in project scope and formally notifying the Subcontracts Manager before implementation.
  • Support Construction Manager / Engineer in finalizing technical decisions (red line markups).
  • Take ownership of safety; review subcontractor HSSE plans and instigate required changes.
  • Oversee and conduct toolbox talks before commencement of work, briefing about the risks involved and the mitigation measures to be taken.
  • Inspect the jobsite daily to confirm that housekeeping standards are met and take immediate action if standards are not being met.
  • Encourage subcontractors and subordinates to report all near misses, unsafe acts, etc.
  • Understand project quality requirements. Monitor subcontractors’ trade personnel to identify skill shortages and training requirements.
  • Ensure quality control inspection on material received and report any damaged or missing material.
  • Ensure adequate storage and preservation of equipment and bulks before and after installation.
  • Attend pre-walkdowns and walkdowns for MC verifying the work scope is completed as per drawings to reduce the punch list.
  • Resolve Technical Queries (TQs) and Non-Compliance Reports (NCR) issued to subcontractors.
  • Ensure installation of equipment to a high standard, performing the job right the first time following QinC Quality in Construction approach.
  • Actively participate in quality control inspection of EIT works in line with approved Inspection and Test Plans (ITPs).
  • Coordinate with field engineering to obtain client approvals related to construction.
  • Be knowledgeable in all facets of construction and field engineering methods and techniques.
  • Review and approve all construction method statements submitted by subcontractors, ensuring industry best practices are used and new applicable standards are implemented.
  • Attend subcontract and cost awareness sessions and understand the responsibility matrices, Bill of Quantities (BOQ) and preambles of subcontract.
  • Review responsibility matrix and ensure subcontractor compliance within the contract.
  • Review any missed work scope within the subcontract with subcontractor and notify management.
  • Lead the four-week schedule review meetings (weekly) and review weekly work plans to support the overall schedule and commodity curves.
  • Submit daily and weekly reports identifying work in progress and completed.
  • Identify all work falling behind schedule, propose remedial action and re-forecast completion dates.
  • Understand the systems turnover plan and sequence; support discipline subcontractors to construct to that sequence.
  • Manage vendors to ensure they are onsite for a minimum period; plan mobilisation to coordinate with construction installation.
  • Ensure all requirements and pre-requisites are met before mobilizing vendors onsite.
  • Accountable to sign off vendor timesheets and maintain vendor mobilization tracker identifying vendor costs and forecasts to Construction Manager / Subcontracts Manager.
  • Share technical knowledge with subcontractors and Petrofac staff.
  • Train and develop nationals through shadowing, mentoring or on-the-job training for designated positions and supervise junior engineers during training.
  • Define clear roles and responsibilities for subordinates.
  • Provide clear and honest feedback to construction supervision on their performance and provide coaching and mentoring to enhance their skills.
  • Assist in closing all punch lists and assist in commissioning plans.
  • Coordinate closely with client and ensure all concerns are addressed.
  • Ensure quantity reporting is established and reported accurately.
  • Input site construction feedback in Construction Observation Forms.
  • Verify that personnel engaged in critical activities have passed the Verification of Competency (VoC) or third-party assessment.
  • Provide onsite training if nominated by Construction Manager.
  • Be trained in lifting and scaffolding supervision (if required).
  • Perform cables glanding and termination.
  • Install lighting systems including junction boxes, lighting distribution boards, lighting poles, and lighting fixtures.
  • Install electrical power and control cables following cable pulling procedures, testing, megger, continuity, Hi-pot test, and cable pull card control.
  • Install cable trays, ladder and conduit systems.
  • Implement and follow cable trenches procedures.
  • Install electrical heat tracing.
  • Install motors, generators, transformers, batteries, chargers and UPS, switchgears, motor control centres and bus ducts.
  • Install neutral earthing resistors, small power distribution systems, cathodic protection systems, earthing and lightning protection systems.
  • Perform instrument calibration.
  • Install instrument cables and fibre optic cables.
  • Install field mounted instruments, control panels, junction boxes, marshalling cabinets, consoles, and desks.
  • Install fire and gas detection systems and communication systems.
  • Perform instrument loop release and loop checks.
  • Ensure preservation procedures are in place, followed and implemented by the site team.

Essential qualifications and skills

  • 15+ years electrical, instrumentation and telecom site experience in direct hire construction with an international oil and gas EPC company and with subcontractors.
  • Experience working in the Commonwealth of Independent States (CIS/FSU), Middle East, and/or North Africa.
  • Prior experience working with a diverse international workforce.
  • Good communication skills.
  • Experienced person whose training has included instructions on various types of EIT protection and installation practices.
  • General knowledge of NEC, NFPA, IEEE, NEMA, IEC standards.
  • Has knowledge and experience to solve electrical, instrumentation and telecom issues onsite and provide guidance to subcontractors.
  • Trained in Permit to Work (PTW), Lockout Tagout (LOTO) and Arc Flash.
  • Trained in lifting and scaffolding supervision (preferred).
