Key responsibilities
- Work to a 90-day look ahead schedule and provide leadership and guidance to site-based construction supervision (multi-discipline) and construction contractors.
- Assist subcontractors in finding the best method to execute the works.
- Monitor daily construction details and daily progress in the area (PPC).
- Understand Petrofac scope of work, and the detailed scopes for each subcontractor, together with an appreciation of the contract type, e.g. reimbursable, unit rates etc. On reimbursable contracts, verify that all subcontractor personnel and equipment are being used efficiently and sign off on daily timesheets verifying this.
- Be contractually aware, identifying changes in project scope and formally notifying the Subcontracts Manager before implementation.
- Support Construction Manager / Engineer in finalizing technical decisions.
- Take ownership of safety; review Subcontractor HSSE plans and instigate required changes. Oversee and conduct toolbox talks before commencement of work, briefing about the risks involved and the mitigation measures to be taken.
- Inspect the jobsite daily to confirm that housekeeping standards are met and take immediate action if standards are not being met. Encourage the subcontractor and subordinates to report all near misses, unsafe acts etc.
- Verify ITPs and QCPs are in place before commencement of work and ensure that the work is correctly executed the first time. Understand project quality requirements.
- Monitor subcontractors’ trade personnel to identify skill shortages and training requirements.
- Ensure quality control inspection on material received and report any damaged or missing material.
- Ensure adequate storage and preservation of equipment and bulks before and after installation.
- Attend pre-walkdowns and walkdowns for mechanical completion verifying the work scope is completed as per drawings to reduce the punch list.
- Resolve Technical Queries (TQs) and Non-Compliance Reports (NCR) issued to subcontractors.
- Install equipment to a high standard ensuring the job task is performed right first time following the Quality in Construction approach.
- Actively participate in quality control inspection of mechanical equipment, packages, piping, and painting works in line with approved ITPs.
- Coordinate with field engineering to obtain client approvals related to construction.
- Be knowledgeable in all facets of construction and field engineering methods and techniques.
- Review and approve all construction method statements submitted by subcontractors, ensuring industry best practices are used and new applicable standards are implemented.
- Attend subcontract and cost awareness sessions and understand the responsibility matrices, BOQ and preambles of subcontract.
- Review responsibility matrix and ensure subcontractor compliance within the contract. Review any missed work scope with subcontractor and notify management.
- Lead the four-week schedule review meetings (weekly) and review the weekly work plans to support the overall schedule and commodity curves.
- Submit daily and weekly reports identifying work in progress and completed. Identify all work falling behind schedule, propose remedial action and re-forecast completion dates.
- Understand the systems turnover plan and sequence and support discipline subcontractors to construct to that sequence.
- Manage vendors to ensure they are onsite for a minimum period, plan mobilisation to coordinate with construction installation. Ensure all requirements and pre-requisites are met before mobilising vendors onsite.
- Sign off vendor timesheets and maintain vendor mobilisation tracker identifying vendor costs and forecasts to Construction Manager / Subcontracts Manager.
- Share technical knowledge with subcontractors and Petrofac staff. Provide training and development of nationals through shadowing, mentoring or on-the-job training for designated positions and supervise junior engineers during training.
- Define clear roles and responsibilities for subordinates.
- Provide clear and honest feedback to construction supervision on their performance and provide coaching and mentoring to enhance their skills.
- Assist in closing all punches and assist in commissioning plan.
- Coordinate closely with client and ensure all concerns are tackled.
- Ensure quantity reporting is established and reported accurately.
- Input site construction feedback in Construction Observation Form.
- Verify that personnel engaged in critical activities (lifting, scaffolding, piping and electrical) have passed the Verification of Competency or third party assessment.
- Provide onsite training if nominated by Construction Manager.
- Be trained in lifting and scaffolding supervision (if required).
- Have definitive knowledge in equipment installation and pre-commissioning; philosophy of gas turbines, centrifugal pumps, reciprocating pumps, centrifugal compressors, reciprocating compressors, steam turbines, and their auxiliaries (lube oil system, fuel gas system, DGS seal gas system, steam system etc.).
- Manage preservation on all types of rotating machinery; compressors, turbines, pumps, and motors, carried out as per project specification reviewing preservation check sheets and periodic inspections.
- Plan preventative maintenance work and feed into the project duration.
- Have strong knowledge of mechanical seals and mechanical seal systems.
- Provide day-to-day mechanical rotating equipment support and advice to supervisors. Provide specialist support with regards to inspection and meetings with client or subcontractor.
- Coordinate process piping activities within assigned scope at work site.
- Understand material packing lists and identify material required for installation and cross-reference with purchase orders.
- Plan activities, prepare material requisitions and ensure their withdrawal.
- Prepare work, monitor punch lists and redline erection mechanical GA drawings and P&IDs. After completion of works ensure feedback and close work.
- Understand and implement mechanical drawings (section drawings; construction drawings; P&ID; levelling and alignment specification; soft-foot specification; flushing/blowing procedure; piping specification; spring supports hot-alignment methods).
- Ensure implementation of Petrofac’s flange management procedure.
- Review pipe pressure test procedure and ensure implementation of Go/No-Go and safety checklist prior to pressure testing.
- Manage utility and process systems including instrument air, fire water, nitrogen generator packages, sea water, gas and steam turbines, diesel fuel, heating and cooling medium, flash gas, fuel gas, flare gas, booster gas and LP/IP/HP gas compression, crude oil treatment and separation, water injection, methanol systems, TEG dehydration/regeneration, chemical injection, cranes, and related systems.
- Review P&IDs with process and ensure everything is lined up before starting the equipment.
- Control risk of mechanical hazards.
- Devise pre-start-up checklists.
- Plan oil flushing, water flushing and other activities on rotating equipment.
- Manage package lines leak test and dewatering, gas lift and gas injection lines leak test within package boundaries.
- Be part of a multi-disciplined maintenance support team, reviewing existing maintenance procedures and determining or putting in place future recommendations.
Essential qualifications and skills
- 15+ years mechanical and piping site experience in direct hire construction with an international oil and gas EPC company and with subcontractors.
- 15+ years HVAC site experience in direct hire construction with an international oil and gas EPC company and with subcontractors.
- Preference will be given to candidates who meet the following criteria:
- Experience working in the Commonwealth of Independent States (CIS/FSU), Middle East, and/or North Africa.
- Prior experience working with a diverse international workforce.
- Good communication skills.
- Thorough working knowledge of international codes and standards, specifically ASME and API codes, practices, and specifications.
- Knowledge and experience with mechanical, piping and HVAC issues onsite and ability to provide guidance to subcontractors.
- Computer proficiency, communication and interpersonal skills, fluent in written and spoken English. Software skills to include the use of word processing, email, spreadsheets and presentations.
- Positive “can do” attitude and strong work ethic, conceptual thinking, problem solving and ability to work under pressure.
- Ability to optimise the installation of equipment.
- Training in lifting and scaffolding supervision is preferred.
