Supervisory Contract Specialist (Branch Chief)

This position is part of the Naval Reactors Laboratory Field Office, Department of Energy. The NQ-03 pay band is equivalent to the GS-13/14 grade levels. As a Supervisory Contract Specialist (Branch Chief), NQ-1102-03, you will: Lead contracting work and oversight for the Naval Reactors Laboratory Field Office (NRLFO) and its major contractors, ensuring that all government and contractor contracting activities are carried out effectively, economically, and in accordance with applicable requirements. Serve as a warranted Contracting Officer, planning, negotiating, justifying, awarding, and administering prime contracts that support laboratory operations and program needs for highly complex Naval Nuclear Propulsion Program projects funded by the Department of Energy (DOE) and the Department of Defense (DoD). Provide thorough researched information, documentation, and advice to the Division Director to support sound decision making and resource allocation for contracts and related program activities. Identify, either independently or through staff, actual or potential problems in government and contractor contracting activities, and takes timely and appropriate action to resolve issues and improve effectiveness and efficiency. Manage contract performance and administration by developing and maintaining systems to evaluate and monitor contractor performance; negotiating contract changes and options; resolving contractor delays and claims; and reviewing major subcontracts prepared by contractors in accordance with established thresholds. Supervise a small staff engaged in contracting and oversight work, including managing work assignments, schedules, timecards, and leave; and, in addition to serving in a Department of Energy / National Nuclear Security Administration (DOE/NNSA) position, performs ongoing duties on a permanent non-reimbursable basis for the Department of the Navy, including work with foreign organizations and foreign governments as assigned.
