Supervisory Facility Operations Specialist

This position is located within the Department of the Interior, National Park Service, Midwest Region, Harry S Truman National Historical Site, Independence, Missouri. Responsibilities include providing facility management with diversified infrastructure and operational complexity of assets/facilities while ensuring visitor use and enjoyment as well as the protection of natural and cultural resources.

Some of the major duties you will perform include but are not limited to the following: 1. Develops annual and multi-year programs utilizing project management software to augment park base funds in the effective management of facilities and equipment, e.g., cyclic maintenance, repair/rehab, Fee Demo, line item construction, Federal Land and Highway Programs. 2. Serves as member of the park management team in support of park unit management initiatives. Actively involved in decisions affecting overall park management policy and operations and contributes to the development of park management documents. Monitors and evaluates park functions to ensure compliance with and application of approved management direction. 3. Determines and recommends project scope, goals, and objectives for facility modifications when infrastructure capabilities cannot support mission requirements. Evaluates the need for professional consultation and facilitates the coordination for the design, development, review, and evaluation of project documents. Responsible for construction progress, serving as a Contract Officer's Technical Representative (COTR) and/or as overall project manager. Analyzes scope problems to assure problems are addressed and project is on schedule and within cost projections. Performs final inspection, authorizes final approval for acceptance of work and ensures all project documentation is completed and archived. 4. Exercises the full range of supervisory duties. Recruits and recommends selection of employees. Executes established work plans; establishes work schedules and priorities. Recommends promotions, reassignments, and other personnel actions. Approves leave, sets performance standards, and evaluates and awards outstanding performance. Identifies training needs and identifies training opportunities. Resolves complaints or minor grievances and advises employees on matters related to less than satisfactory performance. Actively supports EEO programs and communicates this support to subordinates. 5. Implements Facility Management Software Systems for cost effective management of assets. Performs and maintains asset inventories and condition assessments for the purpose of maintenance cost for annual and multi-year plans. Determines asset priority index, deferred maintenance costs, current replacement values and facility condition index. Plans, schedules and directs work to operate facilities and assets at their most effective level within their responsible program area. Implements work controls and tracking of work to evaluate the condition of assets. Annually reviews and adjusts work plans/schedules to address identified deficiencies and operational needs.
