Supervisory Financial Analyst

This position is for a Supervisory Financial Analyst in the Division of Enterprise Regulation (DER), Capital Markets Analysis & Surveillance Branch at the Federal Housing Finance Agency (FHFA). In this role, the incumbent will oversee a staff responsible for performing financial analyses on various housing-finance programs.

Division of Enterprise Regulation The Division of Enterprise Regulation (DER) is responsible for the supervision of the Enterprises (Fannie Mae and Freddie Mac) as well as US Financial Technology (US FinTech) and to evaluate the safety and soundness of their operations. The DER contributes to the achievement of FHFA's strategic and performance goals through planning and executing examinations of the Enterprises; developing and preparing the annual reports of examination; issuing supervision policy; providing examiner training; and issuing accounting guidance and risk analysis. The Division also provides support and advice to the Agency on supervisory issues, development of FHFA policy, and internal FHFA management activities. Position Overview The Supervisory Financial Analyst position is assigned to any one of the organizational functions within the Division. In this role, the incumbent will oversee a staff responsible for performing financial analyses on various housing-finance programs; researching and assessing emerging issues and credit-based risks to the Enterprises and FHL Banks; monitoring both current and projected financial performance and business activities of the regulated entities; developing and maintaining mortgage-credit and supervisory stress-test models; and/or identifying areas requiring new/updated housing-finance/mortgage policy initiatives to ensure the regulated entities serve as a reliable source of liquidity as well as funding for housing finance and community investment programs. Major Duties and Responsibilities Conduct rigorous financial scenario analysis on the Enterprises. Collect and analyze financial data and risk metrics to assess the condition and performance of the Enterprises. Design, develop, and maintain quantitative and qualitative financial standards for the Enterprises. Validate and reconcile financial, mortgage loan, and MSR data on the Enterprises. Develop information papers and documents in support of policy positions, including developing recommendations and options to enhance qualitative and quantitative requirements. Conduct and contribute to special projects related to the Enterprises' financial performance. Monitor, review, and evaluate developments occurring within the financial markets including the secondary mortgage market, and with other financial institutions. Assist in the development of office strategies and work plans and determining the scope of work activities. Work collaboratively with colleagues within and external to DER. Communicate analyses and conclusions to colleagues/management in the office. Explore alternative approaches to financial analyses/reports independently and/or through discussions with colleagues or supervisor. Produce reports that show a steady progression of improvement in discussion, metrics, and format. Represent the office in meetings and discussions with financial analysts and staff of other agencies, the regulated entities, private organizations, or the Enterprises. Develop and contribute to presentations of financial analysis to FHFA management, colleagues, other FHFA offices, and the Enterprises. Provide analysis and information in support of agency testimony or other publicly released information. Perform other duties as assigned.
