Supervisory Financial Management Specialist - INTERNAL TO FHWA

The position serves as the Director for the Center for Innovation Finance Support and Cost Analysis, reporting to the Deputy Chief Financial Officer. In this capacity, the incumbent is responsible for strategically directing and building the capacity of the agency-wide financial management discipline by providing executive-level compliance solutions, authoritative knowledge management resources, highly complex process improvement, and cross-organizational collaboration nationwide.

As a Supervisory Financial Management Specialist, you will: Serve as an authoritative advisor and consultant to all levels of Federal Highway Administration (FHWA) management on highly complex, precedent-setting issues within the financial management discipline. Provide expert information and authoritative advice to program office and division office leadership and finance personnel regarding highly complex laws, regulations, policies, and procedures impacting financial management within FHWA. Address agency-wide and national level knowledge/skill gaps by directing the development and implementation of job aids, targeted training, and continuous learning programs. Direct staff performing a wide range of highly complex activities to ensure FHWA's entire Financial Management Discipline is adequately staffed, skilled, and supported to safeguard public funds and maximize fiscal integrity. The ideal candidate for this position is a senior-level Finance professional who has demonstrated experience leading teams that address agency-wide and national level financial skill gaps. Strong understanding of and functional knowledge of Financial principles for various business activities. The candidate is detail oriented with excellent organization, prioritization, and time management skills. The candidate has expert knowledge of how financial guidance such as generally accepted accounting principles, financial and accounting theories, practices, etc., and other federal financial requirements should translate into training. The candidate has knowledge of organizational and/or program practices sufficient to accomplish a variety of financial assignments while providing direction, program level policy and guidance related to financial management within a federal agency. The candidate will be skilled in performing complex duties in the area of financial management, management analyses, training and financial workforce development. In addition, ideal candidates will possess strong interpersonal skills to build consensus with internal and external stakeholders.

CONDITIONS OF EMPLOYMENT: As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. Upon completion of your probationary period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals. Appointment will be subject to the applicant's successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination. PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
