Supervisory Health System Specialist - ACOD-Group Practice Manager

This position is located at the Sioux Falls VA Health Care System. The primary purpose of the Supervisory Health System Specialist Ambulatory Care Operations Director -­ Group Practice Manager (ACOD-GPM) is to provide oversight and administrative management of all ambulatory care services in the VAMC and related Community Based Outpatient Clinics (CBOCs) as it relates to access to care as applicable.

Major duties include: Provides direct oversight of business managers for ambulatory care at the main campus and CBOCs, monitors profile indicators, and develops action plans to address access and operational issues. Deploys an analytics system for the collection and analysis of outpatient care patient feedback for access and quality measures at the VAMC. Serves as the supervisor for a unit engaged in scheduling, clinic access, data analytics, exercising administrative and personnel management functions. Leads program planning and execution for VHA-approved clinic practice management programs at the VAMC level; oversees execution as primary agent for VAMC leadership. Develops and maintains annual budget plan and staffing plans for outpatient care; makes recommendations to leadership regarding allocation of resources, including use of VACAA and non-VA community care options. Acts as a liaison or point-person for communications with internal and external groups, establishing standardized weekly/monthly templates for Access Reporting. Reviews and evaluates local processes and procedures to determine areas of effectiveness, efficiency, and improvement for proposal through the GPM Community of Practice and the national Steering Committee. Works with Veteran Experience Advocates to evaluate patient and family concerns regarding access to services and ensures concerns are addressed in a timely and effective manner by appropriate subject matter experts. Collects and analyzes trended data sets to assist in the allocation of resources and identifies causal relationships between aspects of ambulatory care to achieve and sustain quality, safe, efficient, and effective care. Coordinates with Logistics and Resource Management offices to oversee contracting services as they relate to clinic activities, reviews and develops input and recommendations. Serves as Chief of Consolidated Scheduling Service (CSS) Work Schedule: Monday-Friday, 8:00 a.m. - 4:30 p.m., 7:30 a.m. - 4:00 p.m., or 7:00 a.m. - 3:30 p.m. (work hours may be further discussed during the interview) Telework: Ad hoc, Ad Hoc telework occurs on an occasional, non-routine basis- for example, inclement weather or telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time.
