Supervisory Human Resources Specialist (HRPMO Deputy Director)

The incumbent serves as a HRPMO Deputy Director and has delegated authority and responsibility for planning, directing, coordinating, operating, and evaluating internal HRPMO programs that serve customers VBA-wide. The Deputy Director provides a full array of nation-wide services and strategies to effectively accomplish and streamline work processes related to recruitment, staffing, pay setting, benefits, policy, personnel management, and consultative services.

Specific duties include: Plans, directs, and coordinates the overall management of human resources functions and initiatives within the Human Resources Program Operations Division and those initiated by senior management. Facilitates the implementation and achievement of VAs strategic goals by providing relevant and substantive recommendations via human resources consultations and functions. Exercises managerial and operational control over human resources specialists and administrative personnel who provide administrative and technical support to managers and staff enterprise wide. Responsible for planning, directing, coordinating, operating, and evaluating internal Human Resources Management (HRM) programs for VBA Regional Offices and/or VBA Central Office (VBACO) business lines. Provides professional services and guidance to all management/supervisory levels concerned with human resources principles, techniques and acceptable practices, and technical advice on statutory, regulatory and procedural human resources requirements. Develops goals and objectives that integrate administrative and human resources objectives to ensure alignment with the organization mission and strategic goals. Initiates, develops, and conducts special studies aimed at improving the delivery, effectiveness, and efficiency of human resources services. Composes complex correspondence related to the delivery, administration, and legality of human resources functions that is often controversial for high-level Agency officials. Champions continuous improvement and acts as Change Agent for OSO and its customers. Provides subject matter expertise and support on highly sensitive, complex actions and requirements in support of significant program functions. Plans, organizes, and directs the work to be performed within the team; assigns work and provides technical guidance to subordinates on the most complex issues; determines work schedules and priorities; and reviews completed work for adequacy in meeting program requirements. Plans for and makes changes in organizational and position structures to achieve the most efficient and effective operations within allowable resources. Participates on behalf of the HRPMO Director and Deputy Executive Director for Operations at Administration and Agency committees, meetings, and work groups and provides authoritative advice and guidance on HR Operational matters to SES and senior leadership and often works in collaboration with the other Directors within HCS.
