This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Serve as Chief of A-E Contract Management for the CESWM Engineering Division as a subject matter expert on A-E contracting.

Plan the work to be accomplished by subordinate personnel; sets and adjusts short-term priorities, and prepares schedules for completion of work.

Track funding and monitor progress, to ensure that work is accomplished within funding limits and on schedule

Evaluate project status against established milestones and objectives, and coordinates actions required to maintain established schedules and attainment of objectives.

Supervise and conduct the review of A-E proposals, contract specifications, and designs to ensure compliance.

Conduct contract negotiations, administers A-E task order contracts, and develops government cost estimates.

Develops performance standards for personnel in the unit and finds ways to improve production and quality.
