Supervisory Management and Program Analyst (Director, WM-&-E Division)

Summary

Leads workforce management and human capital programs for the DHS Office of Intelligence and Analysis, overseeing hiring, retention, performance management, and policy development to support national security missions.

This position is located in the Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A). The primary purpose of this position is to lead the recruitment, retention, development and management of I&A's professional and motivated workforce to drive the I&A mission of integrating intelligence into operations across all DHS components. Non-BU: This is a non-bargaining unit position.

Serves as the Director, Workforce Management and Engagement (WM&E) Division, within the Office of Intelligence and Analysis (I&A). WM&E functions as the Human Capital component of I&A, overseeing all personnel actions, workforce programs, and human capital management for the organization. Assists in managing critical workforce functions, including the I&A and Intelligence Enterprise (IE) Joint Duty Programs, personnel actions (hiring, reassignments, promotions, departures, senior actions), performance management, awards, table of organization, timekeeping, and responding to Congressional requests and tasks related to human capital. As a Supervisory Management and Program Analyst (Director, WM-&-E Division), GS-0343-15, your typical work assignments may include: Directs, plans, organizes, and oversees WM&E programs and functions to support organizational mission requirements, strategic priorities, and operational objectives, while ensuring workforce management activities comply with legal and regulatory requirements and align with organizational goals and objectives. Develops, implements, and evaluates workforce policies, plans, procedures, and initiatives to improve organizational effectiveness, talent management, and mission support. Manages and coordinates the I&A and Intelligence Enterprise (IE) Joint Duty Programs, fostering robust development opportunities for intelligence professionals across the interagency enterprise. Administers performance management programs, including the development and implementation of performance plans, appraisals, and feedback processes. Coordinates and prepares responses to congressional, departmental, and senior leadership requests related to human capital, including reports, briefings, data calls, and recommendations on workforce management issues, personnel actions, and human capital initiatives. Designs and conducts studies and analyses of division functions and processes to identify opportunities for improvement, recommending and implementing changes to enhance the quality, efficiency, and effectiveness of workforce management programs. Supervises workforce teams to ensure activities related to strategic workforce management are delivered to support the I&A mission.
