Summary

Supervises financial, HR, and administrative operations for a $125M+ budget and 130+ staff, ensuring compliance and efficiency in a federal government agency.

This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of the Chief Information Officer (OCIO), Resource Management Division (RMD), with one vacancy in Silver Spring, MD.

As a Supervisory Management and Program Analyst, you will perform the following duties: Plan, direct and integrate the financial, human resources, and administrative activities of the office. Oversee financial planning and execution of over $125 million in annual funding. Oversee human resource management for over 130 federal employees including personnel actions (such as recruitments, reassignments, promotions, separations), training, performance management, and awards. Oversee property management for the office including tracking, inventory, excess, disposal, and reporting. Provide program management, oversight, standardization, and coordination of all activities relating to effective and efficient planning, development, integration, and execution of office programs. Serve as liaison with National Oceanic and Atmospheric Administration (NOAA) Line and Staff Offices for financial, human resources, and administrative matters. Serve on working groups to assess agency-wide business practices, procedures and systems to identify deficiencies, trends, streamlining, or cost savings opportunities. Serve as supervisor planning and distributing work to be accomplished by subordinates. Set and adjust short and long-term priorities and preparing schedules for the completion of work. Find ways to improve production or increase the quality of the work. Evaluate the work performance of subordinates. Provide technical oversight and instruction and address poor performance as part of the performance process.

This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-5 is equivalent to the GS-15. Additional Considerations: One year probationary period may be required.* Payment of relocation expenses (PCS) is not authorized. A one year supervisory probationary period may be required (probationary period can be served concurrently). This position requires a Moderate Risk Security Clearance.
