Exercises full technical and administrative first-line supervisory authorities over a permanent subordinate team of Outreach and Talent Acquisition Specialists and operational staff.

Directs the conception, design, implementation, and evaluation of agency-wide recruitment doctrines, employment branding campaigns, and multi-year outreach plans.

Delivers authoritative advice to senior leadership regarding talent acquisition trends, recruitment risks, clearance processing impacts, and strategic hiring options.

Directs advanced predictive analytics, ROI evaluations, cost-per-hire models, conversion velocities, and longitudinal retention tracking.

Governs the Candidate Relationship Management (CRM) lifecycle, institutionalizing seamless handoffs between talent acquisition and operational onboarding.

Formulates and issues agency-wide recruitment policies, standard operating procedures (SOPs), and resource allocation models.
