Position Overview
- Provide direct technical and analytical support to the CNRMC SES Executive Director on surface ship maintenance, modernization, readiness, and Regional Maintenance Center operations.
- Analyze complex maintenance, engineering, contracting, financial, workforce, and organizational issues and develop decision-quality recommendations.
- Prepare executive-level briefings, read-aheads, issue papers, point papers, talking points, decision memoranda, white papers, and correspondence.
- Prepare the Executive Director for senior Navy meetings and engagements by identifying key issues, risks, decisions, and anticipated questions.
- Review and synthesize information from CNRMC headquarters, Regional Maintenance Centers, NAVSEA, Fleet organizations, and other stakeholders.
- Track high-priority actions, Executive Director decisions, commitments, and taskers through completion.
- Analyze maintenance availability performance, including cost, schedule, work-package maturity, material readiness, technical resolution, contract execution, growth and new work, workforce capacity, and on-time completion.
- Identify systemic barriers to maintenance performance and recommend practical actions to improve planning, execution, accountability, and delivery.
- Support CNRMC initiatives involving World Class Planning, pre-availability inspections, earlier contract awards, material readiness, planning maturity, and maintenance process improvement.
- Develop and maintain performance metrics, dashboards, executive trackers, and other decision-support products.
- Conduct trend, root-cause, workload, resource, and performance analysis to identify issues requiring senior leadership attention.
- Support analysis of manpower, workforce competency, engineering capacity, contracting capacity, workload, and organizational alignment.
- Coordinate across multiple organizations to reconcile competing information, identify risks, and develop integrated recommendations.
- Support special studies, working groups, senior leadership initiatives, and rapid-response analytical requirements.
- Bachelor’s degree in engineering, business, operations management, logistics, data analytics, or a related technical/management discipline. Significant directly relevant Navy maintenance experience may be considered in lieu of a specific degree requirement.
- Demonstrated experience in Navy ship maintenance, modernization, engineering, acquisition, logistics, contracting, readiness, or a closely related field.
- Working knowledge of the Navy surface ship maintenance enterprise and the organizations responsible for planning, engineering, contracting, resourcing, and executing maintenance.
- Ability to analyze complex technical and programmatic information and convert it into concise recommendations for senior decision-makers.
- Strong executive-level writing, briefing, and communication skills.
- Demonstrated ability to independently manage multiple high-priority assignments and short-fuse requirements.
- Ability to work effectively with senior military and civilian leaders, engineers, program managers, contracting professionals, Fleet representatives, and industry partners.
- Proficiency with Microsoft PowerPoint, Excel, Word, Outlook, and Teams.
- Ability to obtain and maintain a Secret security clearance.
- 10+ years of Navy surface ship maintenance, modernization, engineering, acquisition, or Fleet readiness experience.
- Previous experience supporting NAVSEA, CNRMC, a Regional Maintenance Center, Naval Shipyard, Type Commander, Fleet headquarters, or similar Navy maintenance organization.
- Direct experience with surface ship maintenance availabilities and associated planning and execution processes.
- Knowledge of work-package development, integrated scheduling, material readiness, technical resolution, contract development and execution, growth/new work, and availability completion.
- Previous experience providing direct support to a Flag Officer, SES, Executive Director, or comparable senior leader.
- Experience performing cost, schedule, workload, workforce, or operational-performance analysis.
- Experience developing executive-level briefing and decision-support products.
- Lean Six Sigma Green Belt/Black Belt, process improvement, statistical analysis, or root-cause analysis experience.
- Experience with Power BI, Tableau, advanced Excel, or similar data visualization and analytical tools.
- Graduate degree in engineering, business, operations research, systems engineering, or a related discipline.
