This position plays a critical role in improving surface ship maintenance planning, execution, and fleet readiness through effective knowledge sharing, lessons learned integration, and continuous process improvement.
The successful candidate will serve as a facilitator, strategic analyst, and subject matter expert supporting the Surface Team One Knowledge Sharing Network (KSN). This individual will work closely with Regional Maintenance Centers (RMCs), Type Commanders (TYCOMs), shipyards, maintenance professionals, and other Navy stakeholders to identify maintenance challenges, capture and validate lessons learned, and translate those findings into actionable improvements across the surface ship maintenance enterprise.
This is a hands-on position requiring extensive engagement with waterfront maintenance organizations, a thorough understanding of Navy surface ship maintenance processes, and the ability to influence improvements to established policies, procedures, and governing instructions.
Key Responsibilities
Knowledge Management and Lessons Learned
  • Lead efforts to identify, collect, analyze, validate, and disseminate lessons learned from Navy surface ship maintenance availabilities.
  • Facilitate post-availability reviews, hot washes, workshops, and other knowledge-sharing events to identify recurring challenges and opportunities for improvement.
  • Evaluate lessons learned to distinguish systemic maintenance issues from isolated events and develop actionable recommendations.
  • Coordinate with maintenance stakeholders to ensure validated lessons learned are incorporated into planning and execution processes.
  • Promote the sharing of best practices across RMCs, shipyards, TYCOMs, and other maintenance organizations.
Stakeholder Engagement and Facilitation
  • Plan, coordinate, and facilitate KSN meetings, working groups, waterfront forums, and stakeholder workshops.
  • Serve as a principal liaison between KSN leadership, the Surface Team One Executive Steering Committee (ESC), and participating maintenance organizations.
  • Engage directly with Project Managers, Project Teams, Quality Assurance personnel, TYCOM representatives, and other waterfront stakeholders to identify and resolve maintenance process challenges.
  • Develop meeting agendas, presentations, action-item trackers, and executive-level briefings.
  • Maintain the KSN charter, annual objectives, meeting schedules, and associated governance documentation.
Maintenance Process Improvement
  • Analyze maintenance planning and execution processes to identify systemic inefficiencies, schedule conflicts, milestone deficiencies, and barriers to successful availability execution.
  • Develop recommendations to improve maintenance planning, coordination, communication, and execution across the surface ship maintenance enterprise.
  • Support the development and revision of standard work procedures, planning templates, milestone requirements, and best-practice guides.
  • Coordinate recommendations for changes to Navy maintenance policies, regional procedures, and governing instructions, including the Joint Fleet Maintenance Manual (JFMM).
  • Track corrective actions and process improvement initiatives to assess implementation and effectiveness.
Knowledge Management Systems and Performance Metrics
  • Maintain and organize KSN knowledge repositories within the Surface Team One SharePoint, Flank Speed, and Microsoft Teams environments.
  • Ensure lessons learned, best practices, meeting materials, and process improvement documentation are accessible, current, and appropriately categorized.
  • Develop and maintain performance metrics and Key Performance Indicators (KPIs) to evaluate knowledge-sharing effectiveness and maintenance process improvements.
  • Analyze maintenance performance trends, including milestone compliance, growth work, and other availability execution indicators.
  • Prepare reports, dashboards, and presentations communicating findings, trends, and recommendations to Navy leadership.
Required Qualifications
  • Minimum of five (5) years of experience supporting U.S. Navy surface ship maintenance planning, execution, maintenance management, or closely related operations.
  • Bachelor's degree preferred; relevant military experience may be considered in lieu of formal education.
  • Active SECRET security clearance or ability to obtain is required.
  • Strong working knowledge of the Joint Fleet Maintenance Manual (JFMM), including maintenance availability planning, execution requirements, and associated milestones.
  • Demonstrated understanding of Navy maintenance organizations, including RMCs, TYCOMs, shipyards, and waterfront maintenance teams.
  • Experience facilitating meetings, working groups, process improvement initiatives, or cross-functional stakeholder engagements.
  • Demonstrated ability to analyze complex maintenance issues, identify root causes, and develop practical recommendations.
  • Strong analytical, organizational, communication, and technical writing skills.
  • Ability to independently coordinate multiple initiatives, manage action items, and deliver accurate, timely products.
  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Teams, and SharePoint.
  • Ability to effectively communicate with senior military and civilian leadership, technical subject matter experts, and waterfront maintenance personnel.
  • Ability and willingness to travel periodically to Navy Regional Maintenance Centers, shipyards, and other waterfront maintenance activities in support of KSN meetings, workshops, lessons learned reviews, and stakeholder engagements.
Preferred Qualifications
  • Prior experience serving in a Navy maintenance leadership, project management, planning, or technical advisory position.
  • Experience supporting Surface Team One, Navy maintenance communities of practice, or enterprise-level knowledge management initiatives.
  • Experience conducting maintenance availability reviews, lessons learned assessments, or continuous process improvement efforts.
  • Familiarity with Navy maintenance data systems, performance metrics, and reporting processes.
  • Experience developing or coordinating revisions to Navy maintenance policies, instructions, standard operating procedures, or JFMM requirements.
  • Experience using SharePoint, Microsoft Teams, and other collaborative platforms to manage and disseminate technical information.
  • Experience preparing executive-level briefs, decision papers, process improvement recommendations, and analytical reports.
