Credence has an immediate need for a Sustainment/Management Support/Integration of Product Support Management Acquisition Manager at the senior level who will be primarily responsible for supporting F-35 OZJ (FMO) in Washington D.C.
The AFLCMC Commander Directed Projects Office (AFLCMC/OZJ) executes AFLCMC/CC-directed projects to provide rapid, informed responses supporting decision making and requirements implementation. AFLCMC/OZJ consists of one or more multi-functional teams staffed to complete a specific task, project, or program. AFLCMC/OZJ is currently providing acquisition support to the F-35 and Air Force-Product Lifecycle Management Capability Support Office (AF-PLM CSO) programs, including the F-35A Fleet Management Office (FMO).
The FMO provides and manages AFLCMC/USAF Principal support, conducts the Product Improvement Working Group (PIWG), the F-35A Readiness of Combat Capabilities Review (RoCCR), collects and validates F-35A fleet performance data and metrics, coordinates USAF F-35A POM inputs and funding priorities and executing USAF cost traceability, validation, and predictive cost modeling.
Responsibilities include, but are not limited to the duties listed below:
- Apply knowledge and experience in acquisition program management, policies, and procedures to the procurement of Air Force systems, subsystems, and equipment throughout their life cycles.
- Apply integration, communication, coordination, organizational, and planning expertise to technical and acquisition efforts across a broad spectrum of functional disciplines to effectively assist in the implementation of program direction.
- Plan, organize, and assist in managing critical aspects of the sustainment of systems, subsystems, and equipment.
- Assist in the full spectrum of actions required to award contracts to other weapon system contractors, including pre-award documentation, source selection support, and post-award actions.
- Assist with program management activities, including gathering program information, conducting analyses, acquisition strategy planning, pre-award and post-award document preparation, milestone planning, tracking, scheduling, briefing preparation, staff coordination, and decision documentation preparation.
- Implement weapon system contractor performance status systems; establish and maintain databases; develop and analyze key program metrics; and develop and integrate risk management plans and strategies.
- Support program briefings and assist the SPO in surveillance of weapon system prime contractor and subcontractor performance.
- Determine program progress and provide technical program management and planning support, including schedule management, participation in management reviews, coordination of activities leading to milestone reviews, acquisition support, risk assessments, written and oral recommendations to higher organizational management, and participation in IPT actions.
- Conduct surveys to determine requirements for new or modified pre-operational, operational, maintenance, training, depot, and long-term strategies.
- Assist in sustainment acquisition strategy document preparation, CCP/ECP analysis support, public law analysis, depot activation and transformation, metrics preparation, studies and analysis, partnering agreements and plans, logistics planning studies, and partnering issue resolution.
- Accomplish analyses, write reports, recommend actions, and perform related tasks that provide organizational program managers and logisticians with the capability to evolve and establish maintenance and product support concepts, plans, and requirements for on- and off-equipment maintenance throughout the system or equipment life cycle.
- Support reliability centered maintenance program analyses, level of repair analyses, trade studies, organizational and depot-level repair capability, depot support concept development, depot maintenance SORAP process and interservice screening, and establishment of depot maintenance capability.
- Provide risk assessments of planned or existing schedules as input to the development, design, and production process for system elements, including evaluations of schedule achievability, bottlenecks, recommended alternative approaches, and schedule structure and attainability.
- Assist in all GFE/GFP activities required for contract and program closeout, including GFE/GFP and contractor furnished equipment management activities necessary to develop, manufacture, repair, deploy, and support systems, system upgrades, and minor and major modifications to system capabilities.
- Prepare and periodically review GFE/GFP-related documentation for applicability, accuracy, and completeness in support of development, test, operation, maintenance, training, and sustainment of systems or subsystems.
Requirements
Education, Requirements and Qualifications:
- Must have at least an active or current top secret security clearance.
- Master’s or Doctorate Degree in a related field and ten (10) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoW/DoD;
- OR Bachelor’s Degree in a related field and twelve (12) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoW/DoD;
- OR fifteen (15) years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight (8) years of which must be in the DoW/DoD.
- Possess at least ten (10) years of program management experience with demonstrated knowledge of DoW/DoD acquisition and sustainment.
