System Architect II/Java or Oracle
Summary
Designs and maintains complex Oracle/PostgreSQL data architectures for the U.S. Census Bureau’s Decennial Budget Integration Tool, ensuring compliance with federal DevSecOps and cybersecurity standards while optimizing business intelligence and data integration.
SUMMARY
Responsible for efforts supporting the Decennial Budget Integration Tool (DBiT) Support Services contract with the U.S. Census Bureau. Support the DBiT technical execution strategy by designing and sustaining complex data architectures, including highly available Oracle and PostgreSQL environments, while ensuring seamless data integration, business intelligence optimization, and strict adherence to federal Development, Security, and Operations (DevSecOps) and cybersecurity compliance standards.
ESSENTIAL DUTIES & RESPONSIBILITIES
· Support the PM in ensuring that program artifacts, from strategic plans to weekly status reports, are accurate, actionable, and aligned with USCB objectives.
· Leverage analytical output from business intelligence and systems administration teams to design, develop, and improve DBiT implementations, interconnections, and business processes. Provide formal, documented recommendations for code modernization, assist in implementing automation of manual processes through the CI/CD pipeline, and design or detail the optimization of system architectures.
· Work in an Agile Scrum execution team to ensure all contract deliverables, program milestones, and reporting requirements are met to support program objectives.
· Provide senior-level knowledge related to these applications, associated documentation, modernization, and industry best practices to improve and maintain continuity of program operations.
· Provide senior-level knowledge and experience with Oracle APEX, Cognos Analytics, Java legacy frameworks, Oracle databases, AWS, and Agile development.
· Support schemas, views, and other database functions on the Oracle platform and support migration to the PostgreSQL platform.
· Support the Census Database Migration Service (DMS) team with migration from Oracle 19 to PostgreSQL.
· Work directly with USCB customers to understand and document business requirements, processes, procedures, and policies within Confluence.
· Update Confluence with documentation related to the DBiT data model, database structures, business intelligence optimizations, and external data connections.
· Maintain regular and punctual attendance.
· Perform other duties as assigned.

Requirements
MINIMUM QUALIFICATIONS
· Must be able to meet and maintain eligibility requirements for a Public Trust position in accordance with Department of Commerce and OPM requirements. U.S. work authorization is required.
· Bachelor’s degree in information systems, Computer Science, Data Science or Analytics, Engineering, or a related field. Master's preferred.
· Eight (8) or more years of progressively responsible experience including software development programs.
· Demonstrated knowledge of Agile / Scrum practices in a Government CI/CD environment.
· Experience producing status reports, staffing plans, and risk communications.
DESIRED QUALIFICATIONS & SKILLS
· Proficiency and demonstrated experience with delivery environments involving Oracle APEX, IBM Cognos Analytics, Java, Angular/React, legacy-code modernization, and CI/CD tooling (Jenkins, GitHub), and/or SQL-based environments.
· Excellent written and verbal communication skills.
WORK SCHEDULE
Full-time. May be required to work additional hours as needed to complete assignment or project.
TRAVEL
The expected travel time is less than 15%.

Must have or be able to attain a valid state driver’s license and be insurable on the company’s automobile insurance policy. WORK ENVIRONMENT
Work is expected to be remote; however, the company reserves the right to require onsite work.

Compensation & Benefits:
- Pay: $120,000-$140,000 annually
