Systems Construction Manager

We are seeking a Systems Construction Manager to oversee all systems-related construction on a light rail extension program. The Systems Construction Manager coordinates the specialized systems disciplines - traction power/OCS, signals and train control, and communications/SCADA - to ensure the program's technological and power backbone is built and integrated correctly.

Responsibilities

  • Oversees all systems-related construction activities, coordinating across Traction Power/OCS, Signals & Train Control, and Communications/SCADA disciplines to ensure integrated delivery.
  • Serves as the technical point of coordination between the Systems Construction Manager function and the Resident Engineer / ARE on program-level schedule and budget.
  • Reviews contractor systems installation, testing, and commissioning plans for compliance with the Design Criteria Manual and Construction Manual.
  • Identifies and manages systems integration risks, including interfaces between traction power, signals, communications, and trackwork.
  • Coordinates factory and site acceptance testing across systems disciplines, ensuring discipline leads are aligned on commissioning sequencing.
  • Reviews and manages change order requests related to systems scopes, working with discipline leads to develop technical positions.
  • Monitors systems construction progress against the CPM schedule and reports risks and mitigation plans to the Resident Engineer.
  • Coordinates with track, civil, and operations/maintenance disciplines to ensure systems work is sequenced correctly against other construction activities.
  • Reviews daily inspection reports from discipline leads and consolidates systems-wide progress reporting.
  • Supports resolution of contractor disputes related to systems scopes, elevating unresolved items as appropriate.
  • Ensures systems documentation, as-built records, and configuration management practices meet Authority standards.

Qualifications

  • Bachelor's degree in Electrical Engineering, or a related engineering discipline.
  • Professional Engineer (PE) license preferred; Washington PE preferred, out-of-state licenses may be considered on a case-by-case basis.
  • Approximately 12+ years of construction management experience on transit systems scopes, with demonstrated experience overseeing multiple systems disciplines (traction power, signals, or communications).
  • Experience coordinating systems integration and commissioning on light rail or heavy rail programs.
  • Strong working knowledge of systems interfaces between traction power, signaling, and communications/SCADA.
  • Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.

Compensation: $150,000 to $230,000 per year (depending on qualifications)
