T&C Engineer Signalling
To monitor, review, and verify Testing & Commissioning (T&C) activities for the RF-CBTC UTO
signaling system on behalf of the General Consultant, ensuring that the
contractor and system suppliers comply with contract specifications, safety
requirements, and international standards for signaling and automation.
Key Responsibilities:
1. Oversight & Verification
- Supervise and witness the Contractor’s T&C
activities, including PAT(Partial Acceptance Test), SAT(System
Acceptance Test), System Integration Test (Incl. static tests, dynamic
tests), integrated system tests, and trial runs for CBTC UTO system.
- Review and validate test procedures, method
statements, and acceptance criteria prepared by the Contractor.
- Ensure that T&C works are executed as per the contract
requirements, interface specifications, and safety standards (EN
50126, EN 50128, EN 50129).
2. Compliance & Quality Assurance
- Monitor compliance with RAMS requirements and
ensure SIL-4 safety-critical components meet required standards.
- Review test documentation, progress reports, punch
lists, NCRs, and provide comments to the contractor.
- Review and validate T&C procedures as per the Contractual
standard IEEE1474.4 and other international standards.
- Verify system readiness for Independent Safety
Assessment (ISA) and Safety Certification.
3. Interface & Coordination
- Act as liaison between client/owner, contractor,
and other system consultants to resolve technical issues during
T&C.
- Participate in interface testing involving
signaling, telecom, rolling stock, and OCC.
- Attend regular T&C progress meetings, provide technical
inputs, and raise early warnings for potential delays or
non-conformities.
4. Safety & Operational Readiness
- Ensure all T&C activities comply with railway
safety regulations and site-specific HSE guidelines.
- Confirm operational readiness and compliance before revenue service migration.
- Support Shadow(Blank) Running, Trial Running, and
Migration Phases.
Requirements
Required Skills & Competencies:
- Strong knowledge of CBTC signaling principles, UTO system architecture, and RF-based
communication networks (Wi-Fi and radio).
- Understanding of safety-critical systems, RAMS, and
EN standards.
- Understanding for GoA (Grade of Automation) level,
GoA2 and GoA4 (UTO)
- Experience in T&C supervision, test witnessing,
and documentation review for signaling systems.
- Familiarity with major CBTC suppliers (Alstom
Urbalis, Siemens Trainguard, Thales SelTrac, Hitachi, etc.).
- Excellent reporting and communication skills for interaction with stakeholders.
