Role Summary:
The Talent Acquisition Specialist serves as the People & Culture department's primary talent acquisition partner, responsible for attracting, engaging, and recruiting high-quality talent to support current business needs and future organizational growth. This role manages full-cycle recruiting while developing proactive and creative sourcing strategies, strengthening the organization's employment presence, building relationships with prospective talent, and leading the organization's internship program. As a strategic partner, this position collaborates closely with hiring leaders and other business stakeholders to understand workforce needs, build talent pipelines, deliver an exceptional candidate and intern experience, and continuously improve the organization's approach to attracting talent.
Key Responsibilities:
Talent Acquisition & Business Partnership
- Manage full-cycle recruiting for assigned positions, including intake, sourcing, screening, candidate evaluation, interview coordination, selection support, offers, and pre-employment activities.
- Develop a strong understanding of the business, including operational priorities, workforce needs, position requirements, and talent challenges, to provide effective recruiting support.
- Partner with hiring leaders to define position requirements, recruiting strategies, candidate profiles, timelines, and selection approaches.
- Serve as a talent acquisition advisor to hiring leaders by providing market insights, sourcing recommendations, candidate feedback, and guidance throughout the hiring process.
- Partner with business leaders to understand anticipated hiring needs and develop proactive recruiting strategies and talent pipelines.
- Build trusted relationships with hiring leaders and provide consistent communication regarding recruiting activity, candidate pipelines, challenges, and progress.
- Lead the organization's internship program in partnership with business leaders including coordinating program needs, recruiting and selection, and supporting a consistent and meaningful intern experience.
Sourcing & Talent Pipeline Development
- Develop and execute proactive sourcing strategies to identify and engage active and passive candidates through multiple channels.
- Conduct direct candidate outreach using LinkedIn, professional networks, industry associations, referrals, databases, social media, and other sourcing tools.
- Build and maintain talent pipelines for critical, difficult-to-fill, and recurring positions before vacancies occur.
- Research talent markets, competitors, industry trends, and emerging sourcing channels to identify new opportunities for attracting qualified candidates.
- Develop creative recruiting approaches for positions or markets where traditional recruiting methods are not producing sufficient results.
- Build relationships with industry professionals, trade organizations, colleges, universities, technical schools, community partners, and other talent sources that strengthen internship, early career, and long-term recruiting pipelines.
Recruitment Marketing & Employment Brand
- Partner with Creative Services to develop compelling job advertisements, recruiting campaigns, social media content, and other materials that effectively communicate employment opportunities and the employee experience.
- Develop strategies to increase visibility of employment opportunities across social media, professional networks, industry platforms, community channels, and other relevant audiences.
- Ensure job postings are accurate, engaging, inclusive, and positioned to attract the appropriate talent.
- Identify opportunities to creatively showcase company culture, employees, projects, career opportunities, and the employee value proposition to prospective candidates.
- Participate in recruiting events, career fairs, industry events, networking opportunities, and community activities that increase organizational visibility and build candidate relationships.
- Monitor recruiting marketing effectiveness and recommend new approaches, channels, or campaigns based on results.
Candidate Experience & Selection
- Create a professional, responsive, and engaging candidate experience throughout the recruiting process.
- Screen and evaluate candidates based on position requirements, experience, organizational needs, and alignment with company values.
- Coordinate interviews and support hiring leaders in maintaining timely and effective selection processes.
- Maintain consistent communication with candidates regarding status, expectations, and next steps.
- Partner with People & Culture and hiring leaders to ensure hiring practices and selection processes are consistent, equitable, and compliant.
- Support a seamless transition from candidate acceptance through pre-employment and onboarding handoff.
Talent Acquisition Operations & Analytics
- Maintain accurate and timely candidate, requisition, and recruiting information within the organization's Applicant Tracking System and other assigned systems.
- Track and analyze recruiting metrics, including time to fill, source effectiveness, candidate pipeline activity, offer acceptance, and other key performance indicators.
- Use recruiting data and market insights to identify trends, evaluate sourcing effectiveness, and recommend improvements.
- Maintain recruiting processes, templates, resources, and documentation that support consistent hiring practices.
- Partner with the HR Systems Manager to optimize recruiting technology, workflows, reporting, candidate communications, and the overall candidate experience.
- Ensure recruiting and selection practices comply with applicable employment laws, company policies, and recordkeeping requirements.
Collaboration & Cross-Functional Partnership
- Collaborate with People & Culture partners to support an integrated employee lifecycle.
- Partner with Creative Services on employment branding, recruitment marketing, social media, and recruiting campaigns.
- Partner with Operations, Project Controls, Finance, Operational Performance & Risk, Preconstruction, Procurement, Engineering, and other business functions to understand talent needs and develop effective recruiting approaches.
- Participate in cross-functional initiatives that strengthen talent attraction, employee experience, and organizational growth.
General Responsibilities
- Maintain current knowledge of recruiting trends, sourcing strategies, labor market conditions, employment practices, and talent acquisition best practices.
- Maintain the highest standards of confidentiality, professionalism, integrity, and ethical conduct.

- Proficiency with Applicant Tracking Systems, LinkedIn and other sourcing platforms, Human Resources Information Systems, Microsoft Office applications, and social media.
- Demonstrated ability to exercise sound judgment while handling confidential candidate and employee information.
Required Qualifications:
- 3-5 years of progressive experience in Talent Acquisition, Recruiting, Human Resources, or a related field, with demonstrated full-cycle recruiting responsibility.
- Experience proactively sourcing and engaging passive candidates through direct outreach and multiple recruiting channels.
- Experience partnering directly with hiring managers to develop and execute recruiting strategies.
- Experience utilizing Applicant Tracking Systems, sourcing platforms, social media, and other recruiting technologies.
- Demonstrated ability to manage multiple recruiting priorities while providing a high level of candidate and hiring manager service.
Preferred Qualifications:
- Bachelor's degree in Human Resources, Business Administration, Marketing, Communications, or a related field.
- Experience utilizing UKG Ready, including its Recruiting functionality, or comparable Human Resources and Applicant Tracking Systems.
- Experience recruiting for construction, engineering, renewable energy, manufacturing, skilled trades, or field-based positions.
- Experience developing recruitment marketing, social media, or employment branding initiatives.
- Professional certification such as SHRM-CP, PHR, or a related talent acquisition credential.
- Experience recruiting across multiple geographic markets and position levels.
Physical Requirements:
- Primarily sedentary work when working in the office. Occasional lifting, carrying, walking, and standing; frequent hand/eye coordination to operate computer keyboard and office equipment; vision for reading, recording and interpreting information; speech communication and hearing to maintain communication with employees and other team members.
- When navigating a job site, the ability to move around project sites, which may involve walking, climbing stairs, and navigating uneven terrain.
- Valid driver’s license
Travel:
- As needed or required for recruiting events, career fairs, networking activities, educational partnerships, company meetings, or project site visits.
