The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Participates in numerous and varying activities relating to the negotiation, implementation, and administration of tax conventions and other international tax agreements to which the United States is a party, and legislation, regulations, policies, and procedures impacting there on. Develops and presents complete plans for activities assigned, and coordinates projects, program segments, and procedures relating to assigned tax treaty programs and activities. Keeps abreast of developments which impact upon tax treaty administration, and/or international taxation, and advises field personnel, National Office programs coordinators, and others, of procedures and guidelines relating to the implementation of provisions of tax treaties and other international agreements. Advises foreign government officials, members of Congress, Internal Revenue Service personnel, other US government personnel, taxpayers and their representatives in matters involving the interpretation and application of tax treaties and other international agreements, provisions of the Internal Revenue Code and the regulations thereunder, and related administrative procedures. Reviews proposed legislation, income tax regulations, Internal Revenue Manual revisions, tax forms and publications, and other proposed documents or public issuances bearing upon the administration of tax treaties and other international agreements, and proposes changes or revisions thereto ensuring technical accuracy, integrity, and feasibility.
