Team Leader Maintenance (Industrial)
Job purpose:
Lead the execution of planned and unplanned industrial maintenance activities such as preventive, corrective, predictive, and breakdown maintenance for ADNOC Distribution depots, terminals, LPG plants, including tanks and pipelines for all installations and their facilities in the region. This includes managing and supervision of activities to ensure efficiency, quality, and meeting deadlines. Ensuring compliance with industrial standards followed for mechanical, electrical, and instrumentation works in accordance with the ADD maintenance strategy and HSE standards to ensure reliability, integrity, and optimal performance of our operations for high productivity in line with ADNOC industrial best practices.
Key accountabilities:
Maintenance planning and management
- Lead the execution of all industrial maintenance planned and unplanned activities in all sites to ensure effective and timely completion with optimum cost and resource utilization.
- Direct the maintenance engineers and supervisors in respective regions to closely monitor maintenance performance scorecard KPIs and ensure targets are achieved as well as the HSE and Asset Integrity and Process Safety (AIPS) KPIs.
- Ensure compliance and execution of the maintenance programs such as preventive, corrective, breakdowns, predictive, and maintenance of HSECES critical equipment systems.
- Ensure the Quality Management System (QMS) is adhered to in all the maintenance activities at all the regions as per ADNOC standards and procedures.
- Facilitate the AIPS and HSE assurance program implementation in terms of leadership site visits, WMS audits, and contractor safety compliance.
- Cascade the AI ideas and new initiatives with coordination and keeping up with latest technologies to bring value to the organization.
- Ensure the effective forecasting of resources (spare parts and manpower) to ensure timely availability of resources, systems, and procedures for execution in accordance with production plans.
- Manage and ensure the maintenance work orders completion reports whilst providing guidance when required to ensure the operational standards are in accordance with ADNOC Distribution set standards.
- Oversee the employee fatigue management and wellbeing.
- Ensure the provision of a timely response to all relevant emergencies or breakdowns and prompt corrective action is taken to ensure service availability and minimize production downtime.
- Manage and direct assigned supervisors and the team in carrying out maintenance work-related activities in all ADNOC-DIST industrial locations at assigned regions and provide advice on all technical matters related to instrumentation and control, electrical, and mechanical systems.
- Manage and liaise with planning team leader to ensure development of planned maintenance program and schedule the works for depots, terminals, LPG plants, and associated pipelines, vessels, tanks, and loading bays in respective regions.
- Lead the team to comply with company codes, regulations, and engineering practices adhered to with high standards.
- Develop and review division procedures and standing instructions for AD Industrial Maintenance team to ensure adherence to qualities and standards.
- Optimize utilization of in-house and third-party resources for maintenance activities.
- Liaise with technical department to approve technical changes for implementation to ensure requirements are met with minimum cost as per MOC system.
- Control costs on maintenance activities including the maintenance projects.
- Maintain constant interaction with the Control and Automation Systems Engineer to ensure proper functioning of all the PLC and DCS control systems and to ensure effective compliance to SIS and alarm management KPIs.
- Work with inspection and corrosion teams to check and review corrosion, erosion, failure patterns, status of cathodic protection systems and advise preventive and corrective action.
- Liaise with general maintenance team for any support needed for civil and general maintenance works.
- Ensure readiness to be available to immediately respond to all critical and/or safety-related maintenance concerns.
- Support the project team during the ongoing project life cycle in different studies such as HAZOP, HAZID, AMHAZ workshops, in addition to SAT, FAT, and the project handovers and deliverables with snag listing, PAC, and FAC.
Technical advice, performance monitoring and improvement
- Provide technical advice to internal customers, in particular Operations and HSE Department regarding technology selection, equipment selection, asset retirement, major project specification review, accident and incident investigations, repetitive fault analysis, system improvement, etc.
- Lead development of periodic performance and achievement reports, including statistical analysis and identifying continuous improvements, agreed action plans, benchmark maintenance performance, identifying areas for improvement, and providing solutions.
- Support Industrial Maintenance Department manager in planning, developing, and implementing maintenance methods and procedures designed to reduce downtime, minimize operating costs, and optimize the utilization of technicians, materials, and assets.
Contract management
- Plan, supervise, and control outsourced maintenance contractors to ensure quality of workmanship and compliance with specifications and engineering standards.
- Direct and supervise the compilation of detailed work scopes for mechanical, instrument, electrical, and civil works that will be subject of tender enquiries.
- Decide on agency or in-house repairs and lead breakdown maintenance of equipment and assets using third party or agency when in-house capabilities are not adequate.
Inventory management
- Manage the inventory of maintenance supplies, spare parts, and critical items necessary for maintenance and ensure that all items pertaining to maintenance are available at all times and at an adequate level. Also arrange purchase through standing offers or existing contracts.
- Manage effective spares management of all maintenance requirements in terms of supply contracts, activities related to the ordering, receipt, and utilization of materials and maintaining the stock level while ensuring timely replenishment of resources in coordination with Procurement, Purchasing, and Material Management team.
New projects
- Plan and coordinate at the team level all major maintenance requirements as well as projects related to replacement and augmentation assigned to Maintenance division.
- Participate in project reviews like HAZOP, HSEIA, HAZID, and risk assessments as and when required.
- Provide third party technical and engineering comments on “New Project” and “Modification” proposals developed by Engineering and Projects Division and liaise as necessary for pre-commissioning and commissioning.
Others
- Oversee timely and periodic inspection and calibration of meters and other equipment by third party agencies and government departments.
- Responsible for obtaining and maintaining formal quality assurance certification such as ISO 9001:2015 for the maintenance processes in the depot in AD region.
- Process all third-party notice of intent and requests for utility information regarding major government projects that could affect ADNOC Distribution interests.
- Keep abreast of changes in relevant standards and improvements in associated technology and maintenance practices.
- Perform other similar or related duties regarding maintenance as and when assigned by Industrial Maintenance Department Manager.
Qualifications, experience, knowledge & skills:
- Bachelor’s degree in Electrical, Mechanical, or Instrumentation.
- 10 years of experience in oil and gas industry in maintenance and operations roles, including 5 years in managerial responsibilities.
