Job purpose

Lead the personnel safety, transportation safety, and WMS activities through developing procedures, processes, and guidelines; conducting risk assessments; and communicating key highlights in line with the company’s HSE policies and standards.

Key accountabilities

Ensure HSE management system implementation and compliance with applicable laws and regulations by:

  • Developing and reviewing the HSE management systems, procedures, guidelines, and relevant documents to ensure effective compliance with HSE standards.
  • Developing personnel safety, transportation safety, and Work Management System (WMS) procedures, processes, and guidelines in line with the company’s HSE policies.
  • Developing personnel safety and WMS KPIs in line with business objectives.
  • Ensuring regular awareness sessions to timely communicate key updates as per HSE policies and standards.
  • Leading and liaising the HSE systems and procedures document control and management.
  • Leading transportation safety management in adherence with HSE standards and HSE management system (HSEMS) requirements.
  • Developing technical specifications for transportation and personnel safety and WMS to meet business requirements.
  • Leading personnel safety and WMS studies and assessments in line with HSE standards.
  • Leading the assessment of tools, technologies, and methodologies to ensure compliance.
  • Leading the evaluation of workplace conditions to identify potential personnel safety issues, potential personnel and transportation risks, and developing effective measures for mitigating the risks.
  • Planning and supervising the activities of personnel and resources of the team to achieve department objectives efficiently and cost-consciously while ensuring implementation of approved operational plans for the section in line with department objectives.
  • Developing knowledge, competencies, and innovative spirit in the team and supporting the establishment of Personal Development Plans (PDPs), succession planning, and talent pipeline within the team in coordination with the Human Capability Group to continuously develop employees with emphasis on UAE nationals to meet Emiratization targets.

Budgets and operational plans

  • Compiling and providing input for preparation of the department budgets and regularly monitoring expenditure against approved team budget levels.
  • Investigating, highlighting, and reconciling any significant variances to ensure effective performance and cost control.

Policies, systems, processes & procedures

  • Leading the implementation of approved team policies, processes, systems, standards, procedures, and internal controls to support execution of department work programs in line with company and international standards.

Performance management

  • Implementing the company performance management system for individuals within the team in accordance with company approved guidelines and continuously monitoring the achievement of team KPIs related to the approved annual performance management contract and the balanced scorecard.

Organisation structure and development

  • Reviewing, developing, and recommending the appropriate organisation structure for the team that will best utilise human capital while proactively incorporating sustainability into ongoing work practices to meet business objectives.

Innovation and continuous improvement

  • Encouraging innovation, enhancing employee motivation, and supporting initiatives for implementation of change management to continuously improve operations and services.
  • Proposing improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards to define intelligent solutions for issues confronting the team.

Health, safety, environment (HSE) and sustainability

  • Supporting the institution of an HSE culture and ensuring compliance with relevant HSE policies, procedures, systems, controls, applicable legislation, and sustainability guidelines across the team in line with international standards, best practices, and ADNOC code of practices.
  • Ensuring adequate HSE training and induction for all team employees to meet HSE standards.

Management reports

  • Preparing all MIS and progress reports to provide accurate and timely reports and necessary information to company management to effectively manage the business.

Qualifications, experience, knowledge & skills

  • Bachelor’s degree in personnel safety, environment, or any equivalent disciplines.
  • 10 years of experience in personnel safety, including at least 5 years in a similar supervisory role.
  • Demonstrated sound knowledge and skills of best practices in the field of personnel safety.
  • Knowledge of applicable legislation and regulations relevant to the company and ability to provide independent advice.
  • Understanding and interpretation of requirements for fitness to work, industrial hygiene survey, and public health.
  • Ability to effectively lead a team and act as a team player, manage resources including finance and personnel.
  • Ability to set priorities, assign tasks, monitor, and control performance of subordinates.
  • High-level communication skills with customers.
  • Management skills related to the functional domain and disciplines.
  • Knowledge of industrial processes, equipment, and materials applicable to the oil and gas industry.
  • Excellent report writing skills.
  • Professional certifications: NEBOSH, OHSAS 18001.
