Team Leader Supply Operation Support

Job purpose

To provide support for effective management and delivery of Supply Operations Division services by managing product demand planning, enterprise risk management, HSSE compliance, internal/external audits, ISO certification, business continuity, contract management, fleet monitoring and management, OPEX and CAPEX budgeting and tracking, staff training, and division performance monitoring and control.

Key accountabilities

Supply operations planning

  • Oversee preparation and implementation of weekly, monthly, and quarterly product demand plans based on the sales estimates provided by Sales, Marketing and Aviation Division and existing stock and inventory level at ADNOC distribution terminals.
  • Manage the preparation of OPEX budget of Supply Operations department by consolidating the operating budget of various terminals and locations. Track the actual expenses versus budgeted, preparation of revised budget, contributing to negotiation in order to ensure allocation of approved funds and that the expenses are within the budget.
  • Manage preparation of CAPEX budget for Supply Operations Division and in line with budget, monitor the progress and expenses on projects, expansion plans and major modification at various terminals, depots and other facilities in Supply Operations Division.

Quality assurance and policy and processes

  • Manage the process of ISO and quality audit for entire Supply Operations Division and coordinate with various terminal managers, team leaders in department for fulfilment of ISO requirements, audits compliance and documentation etc.
  • Oversee the policies, procedures and SOPs are updated as per the requirement.
  • Oversee compliance to internal/external audits by ensuring timely closure of the recommended action.

Contract management

  • Manage development of RFPs and RFQs for contracts relevant to Supply Operations Division; ensure proper assessment of each contractor’s capabilities with ADNOC distribution requirements and monitor the process of the final selection of vendors for related services to ensure cost effective and quality services are obtained for ADNOC Distribution on all related contracts.
  • Ensure Supply Operation contracts are up to date and evaluate performance of the contractors throughout the life of the contracts.

Fleet monitoring and management

  • Manage the development of report on ADNOC and third-party vehicle utilization, number of trips, breakdown and unplanned stoppages etc. and accordingly process contractor invoices, monthly haulage statements and deductions.
  • Manage monitoring and tracking performance of third-party vehicles, leased contractors including any safety violation, fleet utilization, vehicle breakdown and accidents etc. via vehicle management system to ensure that transportation of fuel from ADNOC depots to service stations, customer locations etc. is carried out in safe and efficient manner.
  • Oversee registration of new vehicles and fleets, mobilization of gate passes for drivers at various ADNOC distribution locations etc.

Staff training and development

  • Oversee the organization and delivery of training to Supply Operations department employees like drivers, operators including new employees on department processes and procedures, new rules and regulations, safe operation and fuel handling procedures etc.

Performance monitoring

  • Support VP Supply Operations in developing, determining and updating the Supply Operations Division KPIs and BSC based on inputs from corporate and division’s strategies and plans in order to ensure alignment to the corporate and division’s strategic objectives and KPIs.
  • Lead and manage the monitoring and periodic reviews of Supply Operations Division KPIs and BSC in ensuring the progress of the KPIs and BSC are on track and are realistic to be achieved by the department.
  • Submit periodic performance and achievements reports, including statistical analysis and identifying continuous improvements agreed action plans/benchmark supply operations performance identifying areas for improvement and providing solutions.
  • Support VP Supply Operations in planning, developing, and implementing initiatives, methods and procedures designed to reduce operating costs by optimizing stock losses, product inventory levels etc.
  • Oversee development of various reports on performance of Supply Operations Division for ELT, finance, HSE, energy management and other corporate initiatives like purple book etc. Arrange for development of any other report and analysis as deemed necessary by VP Supply Operations.

Others

  • Support EPD in developing scope of work, technical evaluation of contractors, follow up on the progress of major projects in Supply Operations department.
  • Perform other similar or related duties as and when assigned by VP Supply Operations.
  • Prepare and submit business cases for various projects for onward submission to Investment Committee by VP-SOD.

Qualifications, experience, knowledge & skills

  • Bachelor’s degree in Science or Engineering.
  • 10 years of experience in Supply Operations Division in Oil and Gas Industry, including 3-4 years at managerial level.
  • Sound knowledge of terminal operations, contract management, performance management, good financial understanding.
  • Project management.
