Role Overview
We are seeking an experienced Technical Delivery Manager to lead end-to-end technology delivery in a large-scale enterprise/banking environment. The candidate should combine strong Java technical expertise with proven delivery leadership and stakeholder management skills.
Roles & Responsibilities
- Lead end-to-end technology delivery from planning, development and testing through deployment and production.
- Manage project scope, timelines, risks, dependencies, resources, releases and delivery governance.
- Provide technical leadership across Java, Spring Boot, Microservices and API-based applications.
- Participate in architecture discussions, technical reviews and code reviews.
- Coordinate across developers, architects, QA, DevOps, infrastructure, security and business teams.
- Manage senior stakeholders and provide clear delivery status, risk and escalation reporting.
- Ensure compliance with banking security, regulatory, audit and technology risk requirements.
- Drive resolution of technical, delivery and production issues.
Mandatory Requirements
- 8–12 years of overall IT experience.
- Minimum 6 years of end-to-end technology delivery management experience.
- Strong hands-on experience with Java 8/11/17/21, Core Java, Spring, Spring Boot and Spring MVC.
- Strong understanding of Microservices, REST APIs and Event-Driven Architecture.
- Experience with Oracle/MySQL and Kafka/RabbitMQ.
- Strong knowledge of Agile/Scrum and SDLC delivery.
- Experience in Banking, Financial Services, Digital Banking or large enterprise programmes preferred.
- Good understanding of security, regulatory compliance, audit controls, authentication and technology risk.
- Strong stakeholder management and technical leadership skills.
- English and Mandarin (written and spoken) required for communication with Mandarin-speaking stakeholders/regional teams.
Preferred Skills
- PMP, CSM, SAFe or Agile certification.
- Splunk, Grafana or Geneos.
- Jira, Confluence and Bitbucket.
- Exposure to CI/CD and DevOps environments.
