Technical Delivery Manager/ Project Manager

International B2B Software / Cloud / AI Projects

Job Summary

We are looking for a Technical Delivery Manager/ Project Manager to join our international business and project delivery team.

This role is based in Kuala Lumpur, with an initial assignment to a Data project team in Beijing to gain product knowledge, support customer projects, and help establish internal project delivery processes.

The successful candidate will be responsible for managing end-to-end B2B software and technology delivery projects, coordinating cross-functional teams, driving customer project closure, improving delivery processes, and supporting the development of an international service organisation.

This is not a purely administrative project coordination role. We are looking for someone with strong ownership, structured thinking, customer communication skills, and the ability to drive projects, issues, risks, resources, and cross-functional actions through to completion.

Important Note on Work Eligibility

Applicants must already have the legal right to work in Malaysia.

The company does not provide work visa sponsorship for this role.

Work Location

  • Base location: Kuala Lumpur, Malaysia

  • Initial assignment: Beijing, China, with a Data project team

  • Willingness to travel domestically and internationally as required by projects

  • Participation in cross-time-zone collaboration may be required as the international business grows

Key Responsibilities

1. End-to-End Project Delivery Management

  • Manage the full lifecycle of B2B customer projects, including project initiation, requirement clarification, solution confirmation, effort estimation, scheduling, delivery, acceptance, and handover.

  • Define and maintain project scope, objectives, milestones, resource plans, delivery plans, and acceptance criteria.

  • Track project progress, issues, risks, changes, costs, action items, and dependencies.

  • Identify delivery risks early, including delays, scope creep, resource constraints, ownership gaps, and quality issues.

  • Organise project kick-off meetings, weekly project meetings, stage-gate reviews, acceptance meetings, and project retrospectives.

  • Ensure that each meeting produces clear decisions, action owners, deadlines, and follow-up closure.

  • Drive documentation, project archiving, lessons-learned reviews, and handover to operations or support teams.

2. Customer Project and Service Assurance

  • Serve as the key project management contact for customers and maintain clear communication on project progress, risks, issues, and delivery status.

  • Manage customer issues, requirements, health checks, alerts, and incidents with clear priorities, owners, status, next actions, and closure criteria.

  • Coordinate product, engineering, QA, operations, delivery, sales, and third-party vendors to resolve customer issues within agreed timelines.

  • Coordinate major incidents and critical customer events, including setting up incident channels, convening meetings, assigning responsibilities, providing regular updates, escalating risks, and following through on corrective actions.

  • Support the establishment and improvement of system health checks, alert response, operational SOPs, service SLAs, on-call arrangements, and escalation mechanisms.

  • Help establish service processes for international customers and support the future development of a 24/7 service assurance model.

3. Cross-Functional Collaboration and Resource Management

  • Drive collaboration across product, engineering, operations, delivery, sales, solution consulting, QA, and management teams.

  • Clarify project roles, accountability boundaries, and decision-making mechanisms to prevent unclear ownership.

  • Coordinate project resource allocation, identify resource conflicts, and recommend adjustments to functional leaders and management.

  • Escalate unresolved project-level issues to business owners or management for decision-making.

  • Align sales commitments, customer requirements, product capabilities, and technical delivery to reduce delivery gaps and out-of-scope commitments.

  • Manage multiple projects concurrently and prioritise based on business value, customer impact, urgency, and resource availability.

4. Effort, Cost and Commercial Management Support

  • Establish mechanisms for tracking project effort, resource allocation, staffing input, external procurement, and project costs.

  • Support project cost tracking, resource investment analysis, and delivery efficiency review.

  • Conduct effort estimation and scope management for requirement changes, custom development, and additional services.

  • Support confirmation of commercial and delivery boundaries for project changes.

  • Analyse project progress, resource utilisation, delivery quality, and cost variances to support management decision-making.

  • Help establish a management view linking project revenue, cost, gross margin, and payment collection milestones.

  • Identify inefficient resource use, duplicated work, process gaps, and delivery bottlenecks, and drive continuous improvement.

5. Process Development and Organisational Capability Building

  • Establish and improve project management standards across the company’s cloud services, AI API platform, and international software businesses.

  • Build reusable processes for project initiation, requirement management, scheduling, change control, risk management, acceptance, retrospectives, and documentation.

  • Develop standard templates for project plans, issue logs, risk registers, weekly reports, incident reports, acceptance documents, and management reporting.

  • Move projects from reactive firefighting towards structured management that is traceable, measurable, and reviewable.

  • Promote reuse of project experience by developing project case studies, risk and issue libraries, and best practices.

  • Maintain company-wide project management standards while adapting to different business requirements without creating excessive process overhead.

6. International Business Collaboration

  • Support software product delivery and service assurance projects for international customers.

  • Help establish project management mechanisms suitable for cross-regional, cross-time-zone, and cross-cultural collaboration.

  • Align international customer requirements with China-based technical teams and international business teams.

  • Coordinate projects involving overseas entities, partners, and third-party service providers as the business develops.

  • Support English-language project documentation, customer communication, and cross-time-zone meetings.

Requirements

  • Bachelor’s degree or above.

  • 5–8 years of relevant experience in project management, technical project management, delivery management, enterprise software delivery, SaaS, PaaS, cloud services, data platforms, or related technology projects.

  • Proven experience managing full-cycle B2B software, SaaS, cloud, data platform, or private/on-premises deployment projects.

  • Strong project planning and execution skills, including scope, schedule, quality, resources, risks, costs, and delivery expectation management.

  • Experience coordinating complex cross-functional projects without relying on direct line-management authority.

  • Strong customer communication skills and the ability to handle complex situations such as customer complaints, project delays, requirement changes, production incidents, and delivery risks.

  • Strong structured thinking and analytical ability, with the ability to identify key issues, priorities, owners, and resolution paths from fragmented information.

  • Strong ownership and closure mindset, with the ability to go beyond recording and forwarding issues to actively drive actions to completion.

  • Basic commercial awareness, including effort tracking, resource investment analysis, cost tracking, project retrospectives, and delivery margin awareness.

  • Strong documentation skills, including project plans, weekly reports, meeting minutes, risk reports, incident reviews, and management presentations.

  • Ability to understand fundamental technical concepts and translate technical information into clear project language for customers and management.

  • Proficiency in Excel and Feishu / Lark Base.

  • Experience using project management tools such as Jira, ZenTao, TAPD, or similar tools.

  • Willingness to work in Beijing for an initial assignment period, travel as required, and participate in necessary emergency response activities.

  • Professional proficiency in Chinese is required, as the role will work closely with China-based product and engineering teams.

  • Good written and spoken English is required for international customer communication and documentation.

Preferred Qualifications

  • Experience with cloud services, AWS ecosystem, cloud migration, cloud operations, or cloud support projects.

  • Experience with AI platforms, API platforms, model services, engineering platforms, or high-concurrency internet services.

  • Experience with data platforms, CDP, BI, customer profiling, marketing systems, reporting systems, or enterprise data products.

  • Experience with private deployment, on-premises deployment, custom development, or delivery to complex enterprise customers.

  • Experience coordinating P0/P1 production incidents or critical customer events.

  • Familiarity with basic concepts relating to Linux, databases, networking, cloud computing, big data components, data synchronisation, and job scheduling.

  • Experience in project budgeting, effort tracking, cost management, gross margin analysis, or vendor management.

  • Experience delivering projects to international customers or collaborating across different time zones.

  • Relevant certifications such as PMP, PRINCE2, ITIL, Scrum, or Agile certifications are preferred.

Candidate Profile

  • Communicate clearly with both customers and internal teams.

  • Work effectively across different functions, countries, and time zones.
