About the Project:
The Eglinton Crosstown West Extension will bring the Eglinton Crosstown LRT another 9.2 kilometers farther west, creating a continuous rapid transit line from the east end of Toronto into Mississauga. The Stations, Rail, and Systems (SRS) package encompasses the design, construction, integration, and commissioning of key project components.
Position Overview:
TRP has a current vacancy for a Technical Delivery Specialist.
The Technical Delivery Specialist is responsible for supporting the coordinated delivery, review, tracking, and integration of technical deliverables across the Eglinton Crosstown West Extension (ECWE).
Trillium Rail Partners (TRP) is delivering the Stations, Rail, and Systems (SRS) package, encompassing the design, construction, integration, testing, commissioning, and handover of key transit infrastructure and systems.
Working within a complex design-build / P3 environment, the Technical Delivery Specialist supports multidisciplinary engineering and project teams to ensure technical deliverables are developed, reviewed, coordinated, submitted, and closed out in accordance with contractual requirements, project specifications, design schedules, quality procedures, and document control processes.
The role serves as an important link between technical disciplines, design teams, construction teams, systems, document control, project controls, subcontractors, and client representatives. The successful candidate will be highly organized, technically minded, and capable of managing multiple deliverables in multiple workstreams and interfaces in a fast-paced major infrastructure environment.
Key Responsibilities:
Technical Delivery Coordination
- Coordinate the development, review, submission, and close-out of technical deliverables across assigned project workstreams.
- Maintain visibility of technical deliverables, milestones, dependencies, review cycles, and outstanding actions.
- Coordinate with engineering and technical teams to ensure deliverables are completed in accordance with approved schedules and project requirements.
- Monitor deliverable status and proactively identify potential delays, gaps, or interface issues.
- Support technical teams in maintaining alignment between design development, construction requirements, and project milestones.
- Coordinate deliverables across stations, tunnels, guideways, rail, systems, and facilities as required.
Design & Engineering Coordination
- Work closely with multidisciplinary design teams to coordinate technical documentation and deliverables.
- Support the review and coordination of engineering drawings, calculations, reports, specifications, technical memoranda, design packages, and other project documentation.
- Monitor design comments, review responses, outstanding actions, and technical resolutions.
- Coordinate technical information between engineering disciplines to identify and resolve conflicts.
- Support design reviews, technical workshops, constructability reviews, and interdisciplinary coordination meetings.
- Ensure technical deliverables reflect the latest approved design information and project requirements.
Technical Submittals & Document Control
- Coordinate technical submissions through established project document control and EDMS processes.
- Work closely with Document Control to ensure submissions meet project requirements.
- Track revisions, comments, review status, approvals, and resubmissions.
- Verify that technical deliverables contain the required information and are submitted in the correct format and within required timelines.
- Maintain accurate technical deliverable registers, trackers, action logs, and status reports.
- Support document traceability and ensure technical records are maintained throughout the project lifecycle.
Interface & Stakeholder Management
- Coordinate technical interfaces between internal teams, design consultants, contractors, subcontractors, suppliers, and client representatives.
- Participate in multidisciplinary coordination meetings and document technical actions and decisions.
- Follow up with responsible parties on outstanding technical actions and deliverables.
- Support effective communication between technical and non-technical project stakeholders.
Technical Compliance & Quality
- Ensure technical deliverables comply with project specifications, contractual requirements, applicable standards, and approved procedures.
- Support quality reviews of technical documentation prior to submission.
- Coordinate responses to technical comments, quality findings, and review observations.
- Track technical non-conformances and corrective actions where applicable.
- Support internal and external technical audits and reviews.
- Promote consistent technical delivery practices across project workstreams.
Schedule & Performance Tracking
- Maintain technical deliverable schedules and monitor progress against key project milestones.
- Track planned versus actual submission dates and identify potential schedule impacts.
· Support with weekly, monthly, and ad-hoc design status and progress reports for internal and external purposes
- Develop dashboards and reports highlighting:
- Upcoming deliverables
- Overdue submissions
- Review status
- Outstanding comments
- Resubmissions
- Approval status
- Key technical risks
- Coordinate with Project Controls to ensure technical deliverables are aligned with the integrated project schedule.
Change & Risk Management
- Support identification and tracking of technical risks and opportunities.
- Monitor the impact of design changes on technical deliverables, construction activities, interfaces, and project schedules.
- Support with analyzing impacts of design changes, delays, and variations on schedule performance.
- Maintain technical action and risk registers.
- Coordinate technical information required to support change assessments.
- Ensure changes are properly documented and communicated to affected project teams.
Qualifications:
- Diploma or degree in Engineering, Construction Management, Project Management, or a related discipline.
- Minimum 5–8 years of experience in technical coordination, engineering administration, project delivery, document control, project coordination, or a similar role.
- Experience with transit, underground structures, bridges, or large civil works is preferred.
- Experience in design-build or P3 project environments is an asset.
- Demonstrated experience coordinating multidisciplinary technical deliverables and project documentation.
- Experience working with engineering and construction teams in a fast-paced project environment.
- Strong analytical and data interpretation skills.
- High attention to detail and accuracy in reporting.
- Strong communication skills with the ability to present complex information clearly.
- Advanced proficiency in Excel; experience with Power BI or similar visualization tools is an asset.
- Organized, proactive, and able to meet tight deadlines in a fast-paced environment.
