Technical Manager – AWS Certified

• We are seeking an experienced and technically strong Technical Manager to lead the architecture, development, integration, and delivery of intelligent learning applications, including Learning Management Systems (LMS), Learning Experience Platforms (LXP), and AI-enabled learning solutions.

• The successful candidate will provide technical leadership across software architecture, cloud platforms, AI integration, system implementation, and technical delivery. The role will be responsible for ensuring that digital learning platforms are scalable, secure, reliable, high-performing, and aligned with enterprise technology standards.

• The Technical Manager will work closely with project managers, software engineers, instructional designers, learning teams, product stakeholders, vendors, and senior management to translate business and learning requirements into effective technology solutions.

Technical Leadership

• Lead the technical design, development, integration, and implementation of learning applications, including LMS, LXP, digital training platforms, and AI-enabled learning solutions.

• Define and maintain technical architecture, development standards, coding practices, and technology best practices.

• Provide technical leadership and direction to software engineers, developers, and technical delivery teams.

• Review solution designs and provide guidance on technology selection, scalability, maintainability, and performance.

• Mentor and guide engineering teams in software development and technical best practices.

• Drive technical innovation and identify emerging technologies that can enhance learning solutions.

  AWS Cloud Architecture & Engineering

• Design and oversee secure, scalable, resilient, and cost-effective AWS cloud architectures for learning platforms and related applications.

• Lead the deployment and operation of applications across AWS cloud environments.

• Ensure appropriate implementation of cloud services, networking, security, storage, databases, monitoring, and application services.

• Establish cloud architecture and deployment standards in line with enterprise requirements.

• Review AWS infrastructure designs and ensure appropriate security, availability, performance, and scalability.

• Support cloud migration, modernization, and optimisation initiatives where required.

• Monitor cloud resource utilisation and identify opportunities for performance and cost optimisation.

• Work closely with DevOps and infrastructure teams on CI/CD, automation, infrastructure management, and deployment processes.

  AI Strategy & Integration

• Identify opportunities to leverage Artificial Intelligence and Machine Learning to enhance learning experiences and operational efficiency.

• Lead the integration of AI capabilities into learning platforms and applications, including:

• Intelligent content recommendations

• AI-powered chatbots and virtual learning assistants

• Learning analytics and predictive insights

• Adaptive and personalised learning pathways

• Automated content generation and classification

• Intelligent search and knowledge discovery

• Evaluate and recommend appropriate AI technologies, frameworks, platforms, and services.

• Oversee the integration of AI tools, machine learning models, APIs, and data-driven capabilities into existing systems.

• Assess the technical feasibility, security, scalability, and performance of AI-enabled solutions.

• Support responsible implementation of AI with appropriate consideration of data privacy, security, governance, and operational requirements.

  System Architecture & Integration

• Design and oversee scalable, secure, and maintainable architectures for LMS and digital learning platforms.

• Define integration architecture between learning platforms and enterprise systems.

• Oversee integrations with systems such as:

• HR and employee systems

• Identity and authentication platforms

• Enterprise applications

• Data and analytics platforms

• Content repositories

• External APIs and third-party platforms

• Ensure effective implementation of REST APIs, microservices, event-driven architectures, and cloud-based integrations where appropriate.

• Ensure learning platforms comply with relevant e-learning and interoperability standards, including SCORM, xAPI, and LTI.

• Review integration designs and ensure appropriate security, performance, error handling, and monitoring mechanisms are implemented.

  Software Development & Technical Quality

• Provide technical oversight across frontend, backend, database, API, and cloud components.

• Review system designs, source code, development practices, and technical documentation.

• Ensure software solutions meet agreed standards for quality, maintainability, security, scalability, and performance.

• Oversee technical troubleshooting and resolution of complex system issues across multiple technology layers.

• Support development teams in resolving complex application and integration issues.

• Establish appropriate testing and quality assurance practices throughout the development lifecycle.

  Project & Delivery Oversight

• Work closely with Project Managers to ensure technical deliverables align with project scope, requirements, timelines, and quality standards.

• Translate business and learning requirements into practical technical solutions.

• Review technical estimates, solution designs, implementation approaches, and delivery plans.

• Monitor technical risks, dependencies, issues, and delivery milestones.

• Provide technical input during project planning, solution design, implementation, testing, and deployment.

• Coordinate with vendors, external developers, technology partners, and platform providers where required.

• Ensure effective technical handover from project implementation into operational support.

  Stakeholder & Vendor Management

• Work closely with learning teams, product managers, business stakeholders, IT teams, and senior leadership.

• Present technical solutions, architecture decisions, risks, and recommendations to technical and non-technical stakeholders.

• Translate complex technical concepts into clear business and operational considerations.

• Manage technical relationships with vendors, external developers, cloud providers, and technology partners.

• Evaluate vendor solutions and provide technical recommendations based on project and enterprise requirements.

  Governance, Security & Compliance

• Ensure learning platforms and applications comply with enterprise architecture, security, data protection, and technology governance standards.

• Ensure appropriate security controls are incorporated into application and cloud architecture.

• Support security reviews, technical audits, risk assessments, and compliance activities.

• Ensure appropriate protection of learner, employee, and organisational data.

• Establish and maintain technical documentation, architecture diagrams, standards, and solution specifications.

• Ensure appropriate monitoring, logging, backup, disaster recovery, and business continuity considerations are incorporated into technical solutions.

  Performance, Monitoring & Continuous Improvement

• Oversee application and infrastructure performance monitoring.

• Analyse system performance, usage data, operational metrics, and technical issues to identify improvement opportunities.

• Establish appropriate performance and availability targets for critical platforms.

• Drive continuous improvement across architecture, application performance, cloud utilisation, development practices, and operational processes.

• Identify opportunities for automation and technology optimisation.

• Ensure lessons learned from projects and operational incidents are incorporated into future solutions.

Cloud & AWS

• Strong hands-on experience with AWS cloud platforms and services.

• Experience designing and implementing scalable AWS cloud architectures.

• Understanding of AWS security, networking, compute, storage, database, monitoring, and application services.

• Experience with cloud-native application architecture, deployment, and optimisation.

• Understanding of DevOps, CI/CD, infrastructure automation, and cloud operations.

• AWS certification is required, preferably at an Associate or Professional level relevant to architecture, development, or operations.

  Software Architecture & Development

• Strong experience in software architecture and application development.

• Proficiency in one or more programming languages such as:

  • Python

  • JavaScript / TypeScript

  • Java

• Strong understanding of web technologies, APIs, microservices, and cloud-based architectures.

• Experience with frontend and backend application development.

• Understanding of databases, data integration, system interfaces, and distributed systems.

• Ability to troubleshoot complex issues across frontend, backend, infrastructure, and database layers.

  AI & Data

• Good understanding of AI/ML concepts, technologies, and implementation approaches.

• Familiarity with AI/ML frameworks such as:

  • TensorFlow

  • PyTorch

  • Scikit-learn

• Experience implementing AI-enabled features such as recommendation engines, chatbots, intelligent search, learning analytics, or predictive solutions.

• Familiarity with Generative AI, Large Language Models (LLMs), Natural Language Processing (NLP), or intelligent automation is an advantage.

• Understanding of data pipelines, analytics, data processing, and model integration is advantageous.

  Digital Learning & LMS

• Proven experience delivering digital learning, e-learning, LMS, LXP, or learning technology projects.

• Good understanding of LMS architecture, content management, learning workflows, and digital learning technologies.

• Familiarity with e-learning standards such as SCORM, xAPI, and LTI.

• Understanding of instructional design, digital learning content, and learning technology trends.

• Experience integrating LMS platforms with enterprise systems is highly desirable.

• Bachelor's or Master's degree in Computer Science, Information Technology, Education Technology, Digital Learning, or a related discipline.

• 5–8 years of relevant professional experience in software engineering, solution architecture, technical management, technology delivery, or cloud engineering.

• Proven experience leading technical teams or technical workstreams.

• Demonstrated experience in cloud platforms, preferably AWS.

• Experience delivering enterprise-scale software or digital transformation projects.

• Experience working with cross-functional teams involving IT, business, learning, product, and project stakeholders.

• Experience working with government agencies or public-sector digitalisation projects is preferred.

  Mandatory Certification

• AWS Certification — preferably AWS Certified Solutions Architect, AWS Certified Developer, AWS Certified DevOps Engineer, or an equivalent AWS certification relevant to the role.

  Preferred Certifications

• ITIL Foundation or equivalent IT service management certification.
