JOB PURPOSE

To hold overall responsibility for the safe, compliant and cost-effective technical and operational management of the Company’s vessel(s) — maintenance, statutory / flag-State / class compliance, crewing, procurement, budgeting and daily operations — while building the systems to support the Company’s growth.

KEY RESPONSIBILITIES

Technical: Plan and control all vessel maintenance, repairs, dry-docking / slipping and defect rectification; run a Planned Maintenance System (PMS) and spares inventory; keep vessels seaworthy with maximum uptime; arrange and attend surveys, servicing and overhauls, and manage breakdown / emergency repairs.

Regulatory & Compliance: Ensure full compliance with MPA (harbour craft), flag-State (St Kitts & Nevis) and statutory requirements; maintain and renew all certificates (Registry, Safe Manning, Cargo Ship Safety, Radio Licence, harbour-craft licence, insurances), tracking expiries; liaise with flag State, class / certifying authority, MPA and surveyors; manage registration, re-registration, name-change and licensing.

Operations: Plan and coordinate daily operations, deployment and job scheduling to meet client needs; coordinate crewing to minimum safe manning (certified crew, medicals, licences, reliefs); liaise with clients, agents, port operators and terminals; monitor utilisation, turnaround and service KPIs.

Budgeting & Finance: Prepare and manage the technical / operating budget (OPEX) — maintenance, spares, fuel, crewing, insurance and docking; control costs, obtain quotes, evaluate vendors and negotiate contracts (leveraging the ship-chandling supply network); review / approve invoices, track spend vs budget, report variances; support capex planning for acquisitions and fleet expansion.

Procurement & Vendors: Oversee procurement of spares, stores, consumables and services; manage supplier relationships and contracts; maintain records of purchases, warranties and service history.

HSE: Champion a strong safety culture; investigate incidents / near-misses and implement corrective actions; ensure risk assessments, drills, PPE and pollution-prevention are in place.

Reporting: Provide regular technical, operational and financial reports to management.

QUALIFICATIONS

• Degree / Diploma in Marine Engineering, Naval Architecture or Nautical Studies; OR a Certificate of Competency (Marine Engineer Officer / Master) with relevant sea-going experience.

• Minimum 5–8 years in vessel technical management, superintendency or marine operations — harbour-craft, offshore-support or workboat experience strongly preferred.

• Working knowledge of MPA harbour-craft regulations, flag-State / statutory certification and marine insurance (H&M and P&I); solid budgeting, procurement and vendor-management experience.

SKILLS & ATTRIBUTES

• Strong technical troubleshooting, project management and financial acumen with disciplined cost control.

• Excellent coordination, negotiation and communication; hands-on and resourceful in a lean, growing organisation; familiar with the Singapore marine industry and vendor ecosystem; willing to attend vessels / sites outside office hours for emergencies.
