Technical Manager (Thailand)

Responsibilities:
- Oversee the safe, reliable, and cost-effective technical management of company-owned and managed vessels while ensuring compliance with applicable international maritime regulations, classification requirements, and company procedures.
- Lead and supervise shipbuilding projects, ensuring timely execution and adherence to technical specifications.
- Ensure the effective implementation and continuous monitoring of the Planned Maintenance System (PMS) across the assigned fleet.
- Stay updated on changes to maritime regulations, industry standards, and best practices, and ensure timely implementation where applicable.
- Monitor vessel classification status and coordinate with technical teams to maintain statutory and class certification.
- Provide technical guidance and support to Technical Superintendents to ensure vessels consistently meet operational, safety, and client requirements.
- Plan, coordinate, and review vessel inspections, preparing technical reports on the condition of machinery, equipment, and vessel structures.
- Manage repair, maintenance, and dry-docking activities, ensuring work is completed safely, efficiently, within schedule, and within approved budgets.
- Develop, monitor, and control operational and capital expenditure budgets for the assigned fleet, reporting budget variances and recommending corrective actions where necessary.
- Oversee technical fleet performance to ensure efficient maintenance practices and cost optimisation.
- Ensure machinery and equipment are maintained in accordance with manufacturers' recommendations and approved maintenance schedules.
- Coordinate responses to inspection findings arising from SIRE, PSC, audits, and other safety or compliance inspections by implementing corrective actions and ensuring timely close-out.
- Provide regular updates to senior management on fleet technical performance, operational issues, and maintenance progress.
- Review technical reports submitted by vessel management teams relating to repairs, surveys, dry-docking activities, and associated costs.
- Manage dry-docking projects to ensure vessels are delivered on schedule and in accordance with agreed specifications.
- Monitor fuel and lubricating oil consumption trends and support initiatives to improve operational efficiency.
- Conduct investigations into technical incidents or accidents and recommend preventive and corrective actions.
- Prepare and monitor technical maintenance budgets to ensure effective cost control.
- Issue technical advisories and maintenance bulletins to vessels when required.
- Provide technical support to internal operational and commercial stakeholders.
- Coordinate procurement and timely delivery of spare parts required to support the safe and efficient operation of vessels.
Requirements
- Class 1 Certificate of Competency (Chief Engineer - Motor), Naval Architecture qualification, Mechanical Engineering qualification, or equivalent technical expertise gained through relevant industry experience.
- Minimum 7 years of shore-based technical management experience within the maritime industry.
- Experience managing vessel fleets, technical workshops, or similar marine engineering operations.
- Hands-on experience with dual-fuel vessels is an advantage.
- Strong knowledge of vessel operations, shipbuilding, technical management, and marine engineering practices.
- Good understanding of ISM Code, ISPS Code, Flag State requirements, Classification Society rules, and relevant international maritime regulations.
- Familiarity with SIRE and VIQ inspection processes.
- Proficient in Microsoft Office applications and computer-based maintenance or reporting systems.
- Strong leadership, organisational, communication, and stakeholder management skills.
- Ability to work effectively in a fast-paced and multicultural environment.
- Good command of spoken and written English.
- Willingness and ability to travel as required.
