JOB DESCRIPTION

Role Summary
The Technical Manager is responsible for overseeing all technical aspects of construction projects, ensuring compliance with BCA, MOM (WSH), and project specifications, while maintaining quality, safety, and progress on site.

Key Responsibilities

Project & Site Management

• Oversee daily construction activities and site operations

• Ensure works are carried out according to approved drawings and method statements

• Coordinate with main contractor, consultants, and subcontractors

Technical Oversight

• Review and approve:

• Shop drawings

• Method statements

• Risk Assessments (RA) & Safe Work Procedures (SWP)

• Provide technical guidance to site supervisors and engineers

Safety & Compliance (VERY IMPORTANT for you)

• Ensure compliance with:

• Ministry of Manpower (WSH Act)

• Building and Construction Authority regulations

• Conduct site inspections and enforce safety measures

• Lead incident investigations and corrective actions

Quality Control

• Ensure works meet:

• BCA standards

• Project specifications

• Coordinate inspections and testing (ITP, QA/QC)

Team & Resource Management

• Supervise:

• Site supervisors

• Workers

• Plan manpower and equipment allocation

Progress & Reporting

• Monitor project schedule and milestones

• Prepare reports:

• Progress reports

• Technical submissions

• Attend site meetings

2. REQUIREMENTS

Minimum Qualifications

• Diploma / Degree in:

• Civil Engineering

• Construction Management

• Or related field

Experience

• 5–10 years in construction

• Experience in:

• Site supervision

• Structural / civil works

• Subcontractor coordination

Certifications (Singapore Context )

Must Have:

• CSOC (Construction Safety Orientation Course)

• Work at Height (WAH) (if supervising height work)

Strong Advantage:

• WSH Supervisor Course

• Lifting Supervisor (if lifting involved)

• Knowledge of:

• RA / SWP preparation

• Permit-to-work system

3. SKILLS REQUIRED

• Strong knowledge of construction methods

• Familiar with Singapore regulations (MOM, BCA)

• Good communication & coordination skills

• Problem-solving on site

• Leadership & decision-making
