Technical Project Manager, Data

LucyRx is seeking a Technical Project Manager to bring structure, clarity, and momentum to our data engineering organization. As we modernize our data platform, migrate legacy Oracle systems to the cloud, and build out Snowflake-based analytics infrastructure, the volume and complexity of incoming work is growing. This role exists to make sure that work flows smoothly: from intake and requirements through scoping, prioritization, execution, and delivery.
You will be the connective tissue between business stakeholders who need data and the engineers who build it. You understand enough about data and technology to ask the right questions, push back on vague requirements, and protect the team from scope creep. You are comfortable running a standup, managing a backlog, and having a direct conversation when something is off track. You do not need to write code, but you need to understand what the engineers are building and why it matters.

Role and Responsibilities

Intake and Requirements

  • Own the intake process for data engineering requests across the organization, including business intelligence, pipeline development, Oracle database work, and analytics enablement.
  • Partner with business stakeholders in clinical operations, finance, product, and reporting to gather and define requirements with enough clarity that engineering can scope and execute without constant back-and-forth.
  • Translate business needs into well-defined technical requirements. Push back when requirements are vague, incomplete, or likely to change mid-execution.
  • Maintain a clear, prioritized view of incoming requests and help leadership make informed tradeoff decisions.

Scoping and Estimation

  • Facilitate scoping and estimation sessions with engineering leads. Ensure work is broken down to a level of detail that allows for reliable delivery commitments.
  • Identify dependencies, risks, and assumptions early and surface them before work begins rather than after it derails.
  • Maintain realistic delivery timelines that account for team capacity, complexity, and competing priorities.

Delivery and Execution

  • Own the day-to-day delivery cadence for active data engineering work. Run standups, facilitate sprint planning and retrospectives, and keep the team moving.
  • Track progress against commitments and identify variance early. Escalate when something is at risk and propose solutions rather than just problems.
  • Remove blockers. Whether it is a missing access credential, an unclear requirement, or a dependency on another team, you clear the path so engineers can focus on building.
  • Maintain accurate and up-to-date project documentation including status reports, decision logs, and delivery timelines.

Prioritization and Backlog Management

  • Maintain and groom the data engineering backlog in collaboration with the Manager, Data Engineering and other stakeholders.
  • Facilitate prioritization conversations that balance business urgency, technical dependencies, team capacity, and strategic roadmap alignment.
  • Ensure the team always knows what they are working on, why it matters, and what comes next.

Stakeholder Communication

  • Serve as the primary point of contact for stakeholders seeking status on data engineering work. Provide proactive, clear, and honest updates.
  • Set and manage expectations on delivery timelines. Do not over-promise and do not go silent when something slips.
  • Build strong working relationships across the data, engineering, product, clinical, and finance teams.
  • Prepare and present project status updates for leadership as needed.

Qualifications and Education Requirements

  • Bachelor's degree in Computer Science, Information Systems, Business, or a related field, or equivalent experience.
  • 5+ years of project management experience, with at least 3 years managing technical data or engineering projects.
  • Demonstrated experience working with data engineering, analytics, or BI teams in a project management capacity.
  • Strong understanding of data concepts: pipelines, ETL/ELT, data warehousing, and reporting workflows. You do not need to build these things, but you need to understand them well enough to scope and manage them.
  • Proficiency with Agile, Scrum, or Kanban delivery frameworks. Comfortable running ceremonies, managing sprints, and adapting process to what the team actually needs.
  • Experience with project and backlog management tools such as Jira, Azure DevOps, Confluence, or similar.
  • Excellent written and verbal communication skills. You can write a crisp status update, run a focused meeting, and have a direct conversation when something is off track.
  • Strong organizational skills and attention to detail. You keep things from falling through the cracks.
  • Comfortable operating in a fast-moving, ambiguous environment where processes are still being built.

Preferences

  • Experience managing projects involving Oracle databases, cloud data platforms (Snowflake, AWS, Azure), or data migration initiatives.
  • Familiarity with modern data stack tools such as dbt, Fivetran, Airflow, or Tableau.
  • Healthcare, PBM, managed care, or other regulated industry experience.
  • PMP, PMI-ACP, CSM, or equivalent certification.
  • Experience working with mixed teams of FTE and contractors.
  • Exposure to HIPAA compliance requirements in a technical project context.

Physical Requirements

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This is a largely sedentary role; however, some standing, walking, bending, and reaching may be required. Regularly operates in an office or home office setting which involves utilizing a computer, mouse, keyboard, and occasionally operates other standard office equipment such as a printer, copier, and phone. Travel may be required by either car or airplane, or a combination of multiple modes of transportation.
