ELITS is looking for a Telecom Construction Manager to support our operations in Mississauga, Ontario.

About the Position

The Telecom Construction Manager leads Civil Works delivery for assigned telecommunications deployment projects. The role is accountable for safe, high quality, on time, and cost controlled execution, including schedule and financial management, Service Provider (SP) and Approved Service Provider (ASP) coordination, quality, site documentation, and compliance with company, customer, and regulatory requirements.

Working closely with Customer Project Managers, vendors, suppliers, Service Providers, Approved Service Providers, and internal implementation and project delivery teams, the successful candidate ensures effective coordination and successful delivery across assigned sites.

Core Responsibilities

• Control site costs against approved designs, scopes, schedules, and project requirements.

• Coordinate Service Providers, Approved Service Providers, vendors, and interfacing disciplines to deliver Civil Works safely, on time, and to required quality standards.

• Ensure customer approved materials, technical specifications, construction drawings, approved methods, and Civil Works guidelines are followed.

• Provide site supervision, inspections, and technical guidance; address issues affecting customer operations, safety, quality, schedule, or site readiness.

• Conduct site pre inspections, site verifications, quality inspections, and post construction audits.

• Monitor progress, identify risks, resolve construction issues, and provide accurate status reports to project management.

• Verify workmanship, reject non compliant or incorrect materials, and escalate quality or supplier performance concerns.

• Ensure compliance with company, customer, federal, provincial, municipal, and local safety and construction requirements.

• Interpret and ensure compliance with Civil Works designs, construction drawings, Radio Frequency Design Sheet (RFDS) documentation, and approved scopes of work.

• Manage claims, material orders, returns, close out activities, and construction related coordination.

Systems and Documentation

Maintain accurate construction information in Site Handler, including:

• Statements of Work (SOW), Notice to Proceed (NTP) documentation, Radio Frequency Design Sheet (RFDS) documentation, safety guidance, and Quality Assurance (QA) standards.

• Notice to Proceed receipt and readiness verification.

• Radio Frequency Design Sheet submissions, revisions, and approvals.

• Civil Works acceptance documents, Daily Progress Field Acceptance (PFA) tracking, and final close out sign off.

Experience and Qualifications

3 to 6 or more years of experience in telecom construction, Civil Works, wireless network deployment, or comparable multi site infrastructure delivery.

• Experience managing large scale, multi site construction or deployment programs involving 200 or more sites, or comparable scope.

• Ability to interpret Civil Works designs, construction drawings, Radio Frequency Design Sheet documentation, scope documents, and site specific technical requirements.

• Experience managing contractors, Service Providers, Approved Service Providers, schedules, safety, quality, documentation, and construction close out.

• Strong knowledge of occupational health and safety requirements, practical problem solving, planning, communication, and stakeholder management.

• Ability to work independently in a fast paced, customer facing environment.

• The role reports to the Construction Manager Lead or Implementation Manager Lead.
