Telecommunications Program Manager
Summary
Program manager for a government-services contractor serving as the primary interface with the Government on a federal telecommunications program, accountable for staffing, quality, risk, contract compliance, and delivery of telecom services (EIS/NETWORX-era migrations). Remote with occasional travel to Scott AFB, IL; requires PMP certification, 10+ years experience, and US citizenship.
Serve as the primary interface with the Government and maintain accountability for staffing, quality assurance, program execution, customer relationships, subcontractor performance, risk mitigation, financial performance, and contract compliance.
Occasional Travel may be required to Scott Air Force Base, Illinois.
Position Responsibilities:
- Serve as the primary contractor point of contact to the Government.
- Maintain accountability for overall contract performance, staffing, quality, schedule, and customer satisfaction.
- Lead customer relationship management and executive stakeholder engagement.
- Direct program governance, quality assurance, risk management, and performance improvement activities.
- Ensure successful delivery of all contract deliverables and reporting requirements.
- Oversee staffing, recruitment, retention, succession planning, and workforce continuity.
- Lead executive program reviews, transition briefings, and status reporting.
- Resolve escalated customer, operational, contractual, and technical issues.
- Ensure integration across inventory management, engineering, customer outreach, and transition operations teams.
- Ensure compliance with all contractual, security, and regulatory requirements.
- Demonstrated experience leading large-scale telecommunications, network modernization, service provisioning, or transition programs.
- Functional expertise with telecommunications services and contract vehicles including EIS, NETWORX, WITS 3, CVS, regional telecommunications contracts, and service migration activities.
- Experience managing customer relationships at the executive level.
- Experience leading geographically dispersed teams supporting mission-critical operations.
- Strong background in risk management, quality assurance, staffing management, and contract oversight.
- Exceptional communication, briefing, negotiation, and stakeholder management skills.
- Experience managing programs with multiple concurrent workstreams and large operational workloads.
- Strong stakeholder engagement and technical communication skills.
- Ability to obtain and maintain a Common Access Card (CAC)
Education & Experience:
- Bachelor's degree in Telecommunications, Engineering, Information Systems, Business, or related discipline.
- 10+ years of telecommunications, network services, or Federal program management experience.
- 8+ years managing large Government contracts or telecommunications transformation efforts.
- PMP certification.
- US Citizen
- Current Tier 1 (T1/NACI) eligibility or ability to obtain required access.
Prefered Qualifications:
- Experience supporting DISA, DITCO, GSA telecommunications programs, EIS transitions, or large-scale Federal telecommunications modernization efforts.
