Tender Management Officer (TMO)

The TMO acts as the central nerve of every bid, coordinating people, timelines, and quality to ensure confident and precise tender submissions.

  1. Project Management: Act as the timeline "Goalkeeper", strictly monitor the Master Tender Programme, provide weekly summary reports, and quickly escalate any delays.
  2. Stakeholder Coordination: Facilitate official kick-off meetings, schedule mandatory committee reviews, and assign tender questionnaires to the right subject matter experts
  3. Document Preparation: Manage the master list of deliverables consolidate presentation slides, and coordinate project-specific site organization charts
  4. Submission & Quality: Guarantee punctual, coherent submissions that are completely free of disqualification risks. Manage post-submission interview dry runs, clarifications, and negotiations.

Job Requirements

  • Diploma or Degree in Construction Management, Quantity Surveying, Engineering, Business Administration, Project Management, or related discipline.
  • Minimum 3–5 years of relevant working experience in tender coordination, bid management, pre-contract administration, project coordination, or related functions within the construction industry.
  • Strong stakeholder management, communication, and interpersonal skills with the ability to engage effectively at all organizational levels.
  • Familiarity with Singapore construction industry requirements, tender regulations, and government procurement procedures.
