Tender Manager
We are seeking an experienced and proactive Tender Manager – European Education Funding & Public Tenders to lead the identification, monitoring, analysis, and management of public tenders and funding opportunities across the European education sector. Reporting directly to the Vice President of Sales, the Tender Manager will provide strategic market intelligence, funding forecasts, and tender pipeline visibility to support business growth and sales planning across Europe.
The role will focus on creating and maintaining a comprehensive intelligence framework that maps current and future education-related funding streams from the European Union and national authorities. The successful candidate will develop a forward-looking view of funding programs, procurement pipelines, grants, and tender opportunities, enabling the organization to position itself strategically before formal tenders are released and supporting the VP of Sales in defining market priorities and revenue opportunities.
The ideal candidate combines the skills of a Tender Manager, Market Intelligence Manager, and EU Funding Specialist. They are highly analytical, politically aware, and capable of translating complex European funding mechanisms into actionable commercial opportunities. Their primary objective is not only to manage published tenders but to create visibility into future education funding and procurement opportunities across Europe, allowing the business to engage early and shape its market strategy accordingly.
Salary: EUR 51,100-63,900 annually + Bonus Eligible
Job Duties and Responsibilities:
Tender Intelligence & Opportunity Management
- Monitor, identify, and assess current and upcoming public tenders related to education, digital learning, workforce development, vocational training, and educational technology across Europe.
- Establish and maintain a structured pipeline of tender opportunities from EU institutions, ministries of education, regional authorities, and public agencies.
- Analyze tender requirements, eligibility criteria, budgets, timelines, and competitive landscapes.
- Coordinate bid/no-bid assessments and recommend strategic participation opportunities.
- Develop and maintain a comprehensive map of European education funding sources.
- Identify how EU funding is allocated and administered at national, regional, and local levels.
- Create country-specific funding profiles for all target European markets.
- Track budget cycles, funding calls, policy priorities, and future investment programs.
- Produce regular reports on education funding trends and procurement activity.
- Analyze national education strategies, digital transformation initiatives, and workforce development programs.
- Identify upcoming investment priorities likely to result in future tenders.
- Provide strategic recommendations to leadership regarding market entry and growth opportunities.
- Build relationships with public authorities, procurement bodies, funding agencies, and industry stakeholders.
- Engage with country-level education ministries and implementing agencies to understand future procurement plans.
- Participate in relevant conferences, information days, and industry events.
- Support internal teams in preparing responses to tenders and requests for proposals.
- Coordinate information gathering, compliance requirements, and submission processes.
- Maintain tender documentation, templates, and knowledge of repositories.
- Ensure adherence to procurement regulations and submission deadlines.
- Act as a trusted advisor to sales leadership on deal strategy and technical positioning

Job Skills and Qualifications:
- 3-5+ years of experience
- Excellent analytical and research capabilities.
- Ability to interpret policy documents and funding frameworks.
- Strong project management and stakeholder management skills.
- Advanced Excel, Power BI, CRM, and reporting capabilities.
- Excellent written and verbal communication skills in English and German; additional European languages are advantageous.
- Experience working with channel partners and indirect sales models
- Experience collaborating closely with Product Management
- Ability to operate both strategically and hands-on
