Tender Manager / QS Manager – Quantity Surveying (Building Main Contractor)

  • Established Main Contractor

  • Basic $7000 to $9000 (Depending on Experience)

  • Working location: Headquarters (North-East Singapore)

  • Working hours: Monday to Friday (8:30am to 6pm)

  • Building construction and main contractor experience required

Job Responsibilities:

Tender Management

  • Lead the complete tender process for building construction projects, from tender invitation through submission and post-tender clarification.

  • Review tender documents, drawings, specifications, Bills of Quantities and contractual requirements.

  • Conduct tender kick-off meetings and coordinate responsibilities across the tender team.

  • Develop tender strategies, submission schedules and pricing approaches.

  • Monitor tender progress and ensure accurate, complete and timely submissions.

  • Lead internal tender reviews and present recommendations to management for approval.

Costing and Commercial Review

  • Review quantity take-offs, pricing schedules, cost estimates and detailed cost build-ups.

  • Evaluate direct costs, preliminaries, productivity assumptions, contingencies and Schedule of Rates.

  • Source, review and compare subcontractor and supplier quotations.

  • Ensure quotations comply with the required technical scope and commercial terms.

  • Identify discrepancies between drawings, specifications, Bills of Quantities and tender pricing.

  • Lead value engineering, alternative proposals and cost-optimisation exercises.

  • Advise management on pricing strategy, tender competitiveness and commercial risks.

Contract and Risk Review

  • Review tender conditions and construction contracts, including PSSCOC, SIA or FIDIC.

  • Identify contractual and commercial risks relating to liquidated damages, payment terms, variations, design responsibilities and project obligations.

  • Prepare tender qualifications, commercial clarifications and risk-mitigation proposals.

  • Recommend suitable pricing contingencies based on identified risks.

Coordination and Tender Submission

  • Coordinate with the Quantity Surveying, Technical, Design, Planning, Procurement, Project and M&E teams.

  • Manage tender queries, addenda and clarification responses.

  • Coordinate with consultants, subcontractors and suppliers on tender requirements.

  • Oversee the preparation of method statements, construction programmes and supporting technical documents.

  • Attend tender interviews, presentations, negotiations and clarification meetings.

Post-Tender and Handover

  • Conduct post-tender evaluations and tender win-and-loss reviews.

  • Lead the handover of awarded tenders to the Project and Contracts teams.

  • Review the Letter of Award, Contract Agreement, Bills of Quantities, Schedule of Rates, drawings and specifications.

  • Ensure the final contract documents are consistent with the approved tender offer.

  • Identify and resolve discrepancies or adverse contractual changes before execution.

Requirements:

  • Diploma or Degree in Quantity Surveying, Building, Construction Management or a related discipline.

  • At least seven years of relevant tendering experience in the building construction industry.
