Position Summary

The Tender Team Manager leads the end-to-end preparation, coordination, and submission of tenders, proposals, and prequalification packages. The role ensures that all bids, including major operator tenders are compliant, competitive, commercially sound, and submitted on time. The manager acts as the central point of coordination between technical, commercial, legal, finance, and partner/sub-contractor teams.


Key Responsibilities

Tender Management

  • Manage the full tender lifecycle: opportunity screening, bid/no-bid decisions, kick-off, clarifications, submission, and post-tender negotiations.
  • Develop and maintain the tender schedule, responsibility matrix, and deliverables tracker for each bid.
  • Prepare and submit clarification questions to clients; manage responses to client queries during evaluation.
  • Ensure full compliance with RFP/ITT requirements, including formatting, forms, bonds, and administrative documents.

Commercial & Risk Analysis

  • Coordinate pricing build-up with finance and operations; consolidate cost inputs into the commercial proposal.
  • Identify, analyze, and escalate key commercial and contractual risks (e.g., KPIs, penalty/LD frameworks, take-or-pay terms, retention, payment milestones).
  • Support negotiation of consortium, sub-contract, and consent agreements with partners and sub-contractors.
  • Ensure In-Country Value (ICV), SME, and local content obligations are addressed and optimized in the bid.

Technical Coordination

  • Work with engineering and technical teams to develop compliant technical proposals, method statements, and execution plans.
  • Ensure alignment between technical scope, commercial terms, and contractual obligations.
  • Manage inputs from JV partners, OEMs, and sub-contractors, including technical data, references, and certifications.

Governance & Quality

  • Maintain the tender library: templates, boilerplate content, track records, CVs, HSE statistics, and certificates.
  • Run internal reviews (expert / team / management approval gates) before submission.
  • Conduct post-award and post-loss reviews; capture lessons learned and feed them into future bids.
  • Maintain records for prequalification portals and vendor registrations.

Leadership

  • Lead and develop the tender/proposal team (coordinators, estimators, document controllers).
  • Assign resources across concurrent bids and manage workload during peak tender periods.
  • Report bid pipeline status, win/loss statistics, and forecasts to senior management.


Qualifications & Experience

  • Bachelor's degree in Engineering, Business, or related field (petroleum/chemical engineering an advantage).
  • 8–12 years' experience in tendering/proposals within oil & gas services, EPC, or chemicals; at least 3 years in a lead/managerial role.
  • Proven track record with major Middle East operators and their tendering procedures and portals.
  • Strong understanding of contract structures (OLC, DBOT, rate-based, supply-and-service) and commercial risk terms.
  • Familiarity with ICV/local content frameworks in Oman and the wider GCC.


Skills & Competencies

  • Excellent written English; ability to produce clear, persuasive proposal narratives. Arabic an advantage.
  • Strong commercial awareness and attention to contractual detail.
  • Ability to manage multiple deadlines under pressure and coordinate cross-functional teams.
  • Proficiency with MS Office, document control systems, and e-tendering portals.
  • High integrity and discretion in handling confidential commercial information.
