Description

About the Opportunity

FinXL IT Professional Services is seeking an experienced Test & Evaluation (T&E) Manager / Systems Engineer to support a critical defence capability initiative within a specialised national Land Network Integration facility.

In this role, you will lead the planning, conduct, and reporting of complex systems-of-systems integration testing across modern Land Combat System (LCS) capabilities, joint/coalition networks, and Battle Lab environments. You will work closely with defence industry stakeholders to design robust test methodologies, assess operational suitability, and maintain engineering assurance across deployable C4I architectures.

International Export Compliance (ITAR):

  • This program routinely interfaces with technical data, defence articles, and dual-use technologies controlled under the United States International Traffic in Arms Regulations (ITAR) and the U.S. Munitions List (USML).
  • Candidates must be eligible to access ITAR-controlled technical information in accordance with applicable Australian and U.S. regulatory approvals.
  • What this entails: The successful applicant will undergo standard international regulatory compliance checks and nationality/dual-citizenship background verifications to satisfy lawful access permissions and project-specific export control agreements.

Key Responsibilities

  • T&E Program Leadership: Lead end-to-end T&E activities, trial planning, and technical reporting across Developmental (DT&E), Acceptance (AT&E), and Operational (OT&E) test frames.

  • Technical Advice & Evaluation: Advise project managers on test objectives, trial feasibility, and operating envelope limitations within dedicated battle lab and field environments.

  • Formal Reviews: Plan and facilitate structured technical gateways, including Test Readiness Conferences (TRCs) and Test Readiness Reviews (TRRs).

  • Assurance & Reporting: Analyse integration telemetry and author formal documentation, including Acceptance Test Procedures (ATProcs), Test Plans, and operational evaluation reports.

  • Stakeholder Coordination: Collaborate with personnel, capability development leads, CASG, and external delivery partners to prioritise and execute test schedules.

Mandatory Security, Location & Export Compliance Requirements

Due to the technical scope, physical access requirements, and international defence regulatory frameworks governing this engagement, candidates must meet the following criteria:

  • Security Clearance: Must hold an active Australian Government (AGSVA) NV1 security clearance at commencement (with capacity to undergo an NV2 upgrade).

  • Work Location: 100% on-site at the facility in Canberra, ACT (interstate candidates must be prepared to relocate prior to commencement).

  • International Export Compliance (ITAR):

    • This program routinely interfaces with technical data, defence articles, and dual-use technologies controlled under the United States International Traffic in Arms Regulations (ITAR) and the U.S. Munitions List (USML).

    • Candidates must be eligible to access ITAR-controlled technical information in accordance with applicable Australian and U.S. regulatory approvals.

    • What this entails: The successful applicant will undergo standard international regulatory compliance checks and nationality/dual-citizenship background verifications to satisfy lawful access permissions and project-specific export control agreements.

Key Selection Criteria

Required Skills & Experience:

  • Proven T&E Experience: Demonstrated track record leading systems engineering, trial conduct, and test management within Defence or related mission-critical environments.

  • Systems & C4 Integration: Solid background across Land Combat Systems, C4I networks, or deployable defence ICT architectures.

  • Test Governance: Experience establishing structured test regimes, configuration baselines, and authoring rigorous engineering artifacts.

  • Stakeholder Engagement: Exceptional communication and relationship-building skills across multidisciplinary military, civilian, and contractor teams.

Desirable Background:

  • Prior direct delivery experience within Defence capability environments.

  • Relevant tertiary qualifications in Engineering, Computer Science, or related technical disciplines.

  • Familiarity with coalition/Five Eyes (FVEY) network standards and interoperability frameworks.

Why Join FinXL on this Program?

  • Long-Term Continuity: Rare, multi-year contract stability through to mid-2028, with a structured 12-month extension pathway.

  • High-Impact Domain: Direct involvement in shaping the future of integrated land combat communications and sovereign test capability.
