We are seeking an experienced Test Manager to support the delivery of a large-scale Telecommunications Platform and Infrastructure Project within a Federal Government environment.

The successful candidate will be responsible for developing and implementing comprehensive testing strategies, managing testing resources and ensuring infrastructure, systems and services meet technical, functional and security requirements prior to deployment.

This role requires a hands-on Test Manager with strong infrastructure and networking knowledge, experience leading technical testing teams and the ability to engage effectively with internal stakeholders, external vendors and government agencies.

Key Responsibilities

• Lead the development, implementation and management of end-to-end testing strategies, plans and activities across a large-scale telecommunications and infrastructure project.
• Manage and coordinate testing teams, including allocating resources, leading daily stand-ups, monitoring progress and overseeing defect management.
• Oversee the establishment and management of test environments, working closely with engineers to ensure infrastructure and systems are appropriately configured.
• Develop and maintain test plans, test cases, test scenarios and supporting documentation, including Requirements Traceability Matrices (RTM) and Verification Traceability Matrices (VTM).
• Manage functional, integration, system and User Acceptance Testing (UAT), ensuring solutions meet business, technical and security requirements.
• Identify, document and escalate testing defects, risks and issues, providing clear reporting and recommendations to senior management.
• Engage with internal stakeholders, external software vendors, service providers and government agencies to coordinate testing activities and ensure project milestones are achieved.
• Utilise test management and automation tools to improve testing efficiency, quality assurance and reporting.
• Analyse testing results, identify trends and provide progress updates against project deliverables and key performance indicators.
• Drive continuous improvement across testing processes, methodologies and team capabilities.

Skills & Experience

• 7-10 years of IT experience, including a minimum of 3-5 years managing testing activities on large-scale infrastructure projects.
• Demonstrated experience delivering testing programs across telecommunications platforms, infrastructure or complex networking environments.
• Strong technical understanding of IT infrastructure, networking, system integrations and associated testing requirements.
• Proven experience managing infrastructure test environments, including coordinating engineers and technical resources.
• Strong knowledge of test management methodologies, test automation frameworks and tools.
• Experience using Application Lifecycle Management (ALM) testing tools.
• Demonstrated ability to develop and manage RTMs, VTMs, test strategies, test plans and defect registers.
• Experience coordinating User Acceptance Testing (UAT) and managing testing activities across multiple stakeholders.
• Strong leadership, stakeholder engagement and vendor management capabilities.
• Excellent analytical, problem-solving and communication skills, with experience reporting technical risks and testing outcomes to senior management.

Desirable Qualifications

• Relevant tertiary qualifications in Information Technology, Computer Science, Engineering or a related discipline.
• ITIL certification.
• Project management certifications such as PRINCE2 or PMP.
• Previous experience delivering large-scale ICT or telecommunications projects within Federal Government environments.
