Job Summary
We are seeking an experienced Senior Electrical Testing & Commissioning (T&C) Manager to lead and coordinate electrical testing, commissioning, energisation and handover activities for a major power/infrastructure project in Singapore.
The successful candidate should have extensive commissioning experience within Waste-to-Energy (WTE), Power Generation, Power Plants or other large-scale energy/infrastructure projects. The role requires a strong understanding of electrical power systems, commissioning methodologies, multidisciplinary interfaces and safe energisation of plant electrical equipment.
Candidates with approximately 10+ years of relevant experience are preferred. Candidates with 5+ years of highly relevant experience on major/mega power generation or WTE projects may also be considered.
Key Responsibilities
- Lead and manage overall electrical testing and commissioning activities from pre-commissioning through energisation, performance testing and final handover.
- Develop, review and implement commissioning plans, procedures, schedules, method statements and testing documentation.
- Coordinate electrical commissioning activities across contractors, vendors, engineering teams, construction teams and client representatives.
- Lead the testing, commissioning and energisation of LV, MV and HV electrical systems.
- Oversee commissioning of switchgear, transformers, generators, motors, MCCs, UPS systems, battery chargers, protection systems and electrical distribution systems.
- Coordinate commissioning interfaces involving steam turbine generators and associated balance-of-plant electrical systems, where applicable.
- Review single-line diagrams, electrical schematics, wiring diagrams, protection drawings, equipment datasheets and vendor documentation.
- Ensure electrical systems are installed and ready for commissioning in accordance with approved drawings, specifications and project requirements.
- Manage pre-commissioning inspections, system walkdowns, mechanical/electrical completion checks and commissioning readiness assessments.
- Lead or coordinate electrical tests including insulation resistance, continuity, contact resistance, functional testing, primary/secondary injection and protection relay testing, where applicable.
- Coordinate transformer testing, switchgear testing, breaker testing, interlock verification and protection system testing.
- Manage electrical energisation and de-energisation activities, ensuring appropriate safety procedures and permits are followed.
- Coordinate testing of control, protection, alarm, trip and interlocking functions between electrical equipment and associated control systems.
- Support integration and interface testing between electrical systems and DCS/SCADA/plant control systems, where applicable.
- Develop system commissioning sequences and ensure activities are executed according to the overall project commissioning schedule.
- Lead troubleshooting and resolution of technical issues discovered during testing and commissioning.
- Coordinate with OEMs and equipment vendors during FAT, SAT, site testing and commissioning.
- Manage commissioning punch lists, outstanding works and technical queries through to closure.
- Monitor contractor and vendor commissioning performance, progress, quality and compliance.
- Ensure commissioning activities comply with project HSE requirements, Permit-to-Work procedures, LOTO requirements and electrical safety standards.
- Maintain accurate commissioning records including test reports, check sheets, certificates, punch lists and system completion dossiers.
- Provide regular commissioning progress updates and identify potential risks, delays or technical constraints.
- Coordinate closely with Mechanical, Electrical, C&I, Process, Operations and Construction teams during integrated plant commissioning.
- Support plant start-up, reliability testing, performance testing and final handover to operations.
- Provide technical leadership and guidance to electrical commissioning engineers, supervisors and technicians.
- Ensure systems are commissioned safely, systematically and in accordance with contractual and regulatory requirements.
Requirements
- Degree or Diploma in Electrical Engineering, Power Engineering, Mechanical Engineering or a related engineering discipline.
- Approximately 10+ years of relevant engineering/commissioning experience preferred.
- Candidates with 5+ years of experience may be considered if they possess significant commissioning experience on major/mega-scale power generation projects.
- Proven experience in electrical testing and commissioning is essential.
- Strong preference for candidates with Waste-to-Energy (WTE) plant commissioning experience.
- Candidates from conventional power plants, CCGT, thermal power, biomass or other major power generation projects will also be considered.
- Strong knowledge of electrical power generation and distribution systems.
- Experience with LV/MV/HV switchgear, transformers, generators, MCCs, protection systems and associated electrical equipment.
- Good understanding of electrical testing, protection, control, interlocking and energisation procedures.
- Experience managing commissioning activities across multiple contractors, vendors and engineering disciplines.
- Ability to interpret SLDs, electrical schematics, protection drawings and technical documentation.
- Experience with commissioning planning, systemisation, completion management, punch-list management and handover.
- Strong troubleshooting and problem-solving capability during plant start-up and commissioning.
- Previous experience as a T&C Manager, Commissioning Manager, Electrical Commissioning Manager, Senior Commissioning Engineer, Lead Commissioning Engineer or Electrical T&C Lead would be advantageous.
- Strong leadership, communication and stakeholder-management skills.
- Able to work effectively in a site-based, fast-paced project environment.
