Time and Leave Clerk

The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the VA Western Colorado Health Care System, in the Clinical Management Service (Nursing). The primary purpose of the Time and Leave Clerk is to provide timekeeping and other clerical support for the Nursing Service of approximately 225 employees including Associate Chief Nurses and is the primary timekeeper for approximately 9 groups of time and attendance records.

Major duties include but are not limited to: Electronically recording daily time and attendance for ADPCS/Clinical Management (Nursing Service) with different appointments, i.e. GS, Wage Grade, full-time, part-time, or intermittent. This covers all shifts within a 24-hour period, seven days a week, including weekends and holidays. Completion and accuracy of the time and attendance records and for assuring that they are released to Payroll as required by regulation using the VATAS System. At the end of each pay period, is responsible for computerized payroll data entry for all Nursing Service Employees. Maintaining/editing Tour of Duty list for assigned Nursing Service employees. Typical duties would include: Posting includes regular hours or days worked, tour changes as needed, overtime, holiday pay, night differential, compensatory time (CT) earned or taken, Saturday and Sunday premium pay, absence for Leave Without Pay (LWOP), Absence Without Leave (AWOL), Military Leave, 90% Annual and Sick Leave, Authorized Absence (AA) and changes in T&L Units. Posting is made from the Certified Time Schedule. Obtaining proper supervisory approval for all changes made to scheduled tours of duty as well as providing technical advice on tour changes. VATAS Time and Leave Clerk. In conjunction with AcuStaf records all time and attendance for complex schedules for nursing staff to include recording annual leave, sick leave, FMLA, AWOL, comp time, overtime, and call offs to ensure all nursing and administrative staff receive proper pay with verification across both programs Acustaf and VATAS. Checking leave balances of employees to ensure balance is adequate for leave taken. The immediate supervisor is contacted when balances are not adequate for leave authorized or requested. Entering electronic requests for overtime, compensatory time for assigned Nursing Service employees, and responsibility for obtaining proper approvals on such requests. Advising appropriate Nursing Supervisors on a variety of items pertaining to pay plans, tours of duty, timekeeping coding, premium pay, compensatory time, etc. Analyzing time and leave coding errors and processing required corrections in the time and attendance records and obtaining higher level supervisory approvals. Preparation of corrected timecards in the event of errors or when employees have been placed on Continuation of Pay (COP). Typically, they may assure leave exceptions are corrected every period working in collaboration with Nurse Manager and at the end of each pay period, and is responsible for computerized payroll data entry for all Nursing Service employees. Provides routine information to callers, visitors and staff to facilitate the smooth flow of the clerical processes. Assisting and giving guidance to Patient Care Services employees regarding policies and regulations governing the time and leave system. Assists and instructs alternate timekeepers on rules and regulations of timekeeping. Types reports, letters, schedules, and other various materials as needed. Establishes and maintains files in accordance with the Records Control Schedule for historical time keeping information.
