These programs connect current, former, and potential Trueblood class members with community-based behavioral health, case management, and housing services which reduce their involvement in the criminal legal system and the demand for competency services. This position will manage contracts with funded providers, monitor outcomes, support long-term sustainability, and advise HCA leadership on the future of these programs.
Key Responsibilities:
- Provide consultative expertise to top-level HCA managers, DSHS leadership, Attorney Generals, State Councils, Governor’s office, and legislative branch on matters regarding diversion services as it relates to the Trueblood Settlement Agreement.
- Provide written and verbal presentations related to implementation plan for policy makers and stakeholders.
- Act as the Trueblood Element lead on diversion services by supporting the development of statewide diversion programs and initiatives to ensure access to quality behavioral health and healthcare services instead of arrest. This position will manage several contracts related to the legislatively funded work.
- Serves as the primary point of contact for the Trueblood Funded Diversion programs related to community behavioral health organizations, court personnel, law enforcement, co- responder teams, jail staff, and the crisis continuum of care statewide, technical assistance, and consultative services.
- Manages, trains, and develops policies related to the ongoing service provision of the Trueblood Funded Diversion Programs. Provides direct guidance, oversight, and consultation to the teams, responsible for the accountability and performance requirements of Trueblood Funded Diversion teams. Plans, prioritizes, and monitors use of budgets and resources. Manages program planning and delivery of services.
- Facilitates and/or participates in cross collaborative meetings.
- Administers training, consultative services, and technical assistance. Develops and ensures ongoing use of quality assurance standards and performance improvement metrics in order to continuously improve the quality of Trueblood Funded Diversion services.
- Administer, develop and manage Memorandum’s of Understanding (MOUs), letters of agreement, inter-local agreements, fiscal procedures and contract language.
- Manage all required Trueblood Funded Diversion program data reporting, requirements, and tracking.
- Manage the fiscal accountability of the Trueblood Funded Diversion programs, approve invoices, and track utilization of the program.
Why You’ll Love This Role:
- You’ll oversee programs that help keep people with behavioral health needs out of jail and connected to care in their communities.
- Your recommendations will help shape future funding decisions by the Governor’s Office and the Legislature.
- You’ll work alongside, courts, providers, law enforcement, and Tribal partners in communities across the state.
- You’ll work remotely, with occasional travel to connect with partners and communities around Washington.
What You Bring:
You are a collaborative, mission-driven leader who believes in diversion and recovery. You build trust with providers, courts, and community partners, and you bring a person-centered approach that respects individual choice and dignity.
