Position Summary
D2 Government Solutions, Inc. is seeking an experienced Unit Program Manager to support the 131st Rescue Squadron at Moffett Air National Guard Base, California. The selected candidate will provide program management, personnel administration, training management, security oversight, and readiness support for military personnel and leadership.
This position requires extensive experience supporting Air Force operational units, training programs, personnel actions, and security management functions. Candidates must possess an active Secret clearance and be able to maintain all required Government access and credentials.

Key Responsibilities
  • Administer and manage the Unit Training Manager Program in accordance with Department of the Air Force guidance.
  • Coordinate and track Special Warfare qualification training and Combat Mission Support training requirements.
  • Monitor formal school quotas, training attendance, completions, withdrawals, and associated costs.
  • Process training requests and assist personnel with school orders, travel arrangements, Defense Travel System (DTS) actions, and Government Travel Card administration.
  • Maintain training records and qualification data within the Total Force Training Record (TFTR) and related systems.
  • Track and report readiness, career progression, evaluations, physical fitness, professional military education, awards, promotions, travel card compliance, and other personnel metrics.
  • Support Unit Manning Document management and personnel actions, including AF Form 2096 processing.
  • Perform Unit Security Manager duties, including clearance tracking, security investigations, and reinvestigations.
  • Support the squadron's Self-Assessment Program and Management Internal Control Toolset (MICT) requirements.
  • Coordinate activities with training, personnel, recruiting, operations, and National Guard Bureau stakeholders.
  • Ensure compliance with all security, operational security (OPSEC), information assurance, and privacy requirements.
  • Provide additional administrative and program management support as directed by squadron leadership.

Required Qualifications
  • Minimum of three (3) years of military program management experience involving personnel, training, and security programs.
  • Minimum of three (3) years supporting:
    • Air Force Special Warfare units,
    • U.S. Special Operations Forces (SOF) operational units, or
    • Air Force Rescue units.
  • Qualified Unit Security Manager.
  • Active Secret security clearance recorded in DISS at the time of application.
  • Ability to obtain and maintain access to NBIS, SWFT, and other required Government systems.
  • Strong knowledge of military administrative procedures and Commander's Support Staff functions.
  • Excellent organizational, communication, coordination, and record-management skills.
  • Ability to obtain and maintain installation access and a Common Access Card (CAC).

Candidates should have experience with the following systems:
  • Defense Information System for Security (DISS)
  • National Background Investigation Services (NBIS)
  • Management Internal Control Toolset (MICT)
  • Manager's Internal Control Program (MICP)
  • Inspector General Evaluation Management System (IGEMS)
  • Command Human Resources Intelligence System (CHRIS)
  • Total Force Training Record (TFTR)
  • Air National Guard Reserve Order Writing System (AROWS)
  • Defense Travel System (DTS)

Physical Requirements
  • Ability to lift up to 44 pounds.
  • Ability to work in field-training and austere environments when required.
  • Ability to support Air Force Special Warfare training activities, including field exercises and operational events.
  • Ability and willingness to travel on Government aircraft when mission requirements dictate.
  • Ability to comply with all safety, security, and installation requirements.

Work Environment
Work is primarily performed on-site at the Guardian Angel Squadron Facility, Building 663, Moffett Air National Guard Base, California.
