Urban Development Manager(3719)
This role is required to lead and oversee land and development valuation activities across the portfolio, ensuring the delivery of accurate, independent, and defensible valuation assessments to support strategic planning, financial reporting, investment decisions, transactions, and portfolio management. • Lead and manage masterplan, plot level, package level, and transactional land valuation exercises across the portfolio. • Support asset value optimization and investment decision making through robust valuation analysis and market intelligence. • Coordinate with internal stakeholders, external valuation consultants, auditors, financial advisors, and regulatory authorities to ensure effective delivery of valuation assignments. • Ensure compliance with applicable valuation standards, including RICS, IVS, and Taqeem requirements, as well as internal governance frameworks. • Review and challenge valuation assumptions, methodologies, market evidence, and valuation conclusions to ensure credible, transparent, and auditable outcomes. • Support annual valuation exercises, financial reporting requirements, impairment assessments, business planning, and transaction related activities. • Provide valuation insights to support land monetization strategies, development phasing, joint ventures, public private partnerships, and investment cases. • Monitor market trends, comparable transactions, and macroeconomic factors that may impact land and real estate values.
• Bachelor's degree in Real Estate, Urban Planning, Surveying or a related discipline. • Professional valuation qualification or certification is preferred (e.g., RICS, Taqeem, or equivalent). • Minimum of 15 years of relevant experience in land valuation, development land valuation, and real estate valuation, with demonstrated experience in large scale master planned developments, mixed use projects, and complex real estate portfolios. • Strong knowledge of valuation methodologies, market analysis, financial modeling, and applicable valuation standards and regulations. • The position is critical to establishing and maintaining reliable land and development asset values, maximizing portfolio value, supporting strategic and investment decisions, facilitating transactions, and ensuring compliance with valuation standards and corporate governance requirements. • Strong project coordination and stakeholder management skills. • Strong analytical, presentation, and report-writing skills. • Excellent communication skills in English.
