(Urgent) IT Specialist (Business Applications)

The role is responsible for leading application teams, overseeing project delivery, engaging stakeholders, strengthening team capabilities, and driving continuous improvement through the adoption of emerging technologies. The incumbent will also provide technical governance, solution architecture, requirements validation, quality assurance, and vendor management to ensure reliable, secure, and scalable IT systems.
Main Responsibilities
Provide end-to-end technical architecture oversight for enterprise IT systems and develop a long-term technology roadmap aligned with organisational objectives.
Lead and oversee system-to-system integrations, including interfaces with external agencies and partners such as AIC, CPF, MOH, Synapxe, DBS, and other third-party systems.
Lead, mentor, and support the Applications team across multiple business domains, including Finance, Human Resources, Medical, Clinical, Volunteer Management, and Donation Management.
Drive the evaluation, adoption, and implementation of emerging technologies while planning and overseeing system upgrades and modernisation initiatives.
Support the IT Manager in developing workforce capabilities, succession planning, and resource optimisation to meet growing technology demands.
Consolidate, monitor, and report project portfolio status, including resource utilisation, budgets, timelines, risks, and key deliverables.
Manage and coordinate IT projects throughout the full project lifecycle, including initiation, business requirements gathering, solution design, development, testing, deployment, and post-implementation support.
Work closely with business stakeholders to understand operational needs, align technology solutions, manage expectations, and ensure successful project outcomes.
Provide technical consultation and recommendations on solution architecture, technology selection, system enhancements, and the business impact of technical decisions.
Establish and maintain technical governance, development standards, quality assurance practices, and documentation to ensure consistency and compliance.
Manage external vendors, consultants, and implementation partners to ensure contractual obligations, project deliverables, service levels, and quality standards are achieved.
Coach, develop, and supervise team members through performance management, capability development, knowledge sharing, and effective work allocation.
Keep abreast of emerging technologies, cybersecurity trends, and industry best practices, and recommend innovative solutions that enhance organisational effectiveness and digital transformation.
Position Specifications
Qualifications
Degree in Computer Science, Information Technology, Computer Engineering, or a related discipline.
Experience
Minimum 3 years of experience in IT project management, enterprise applications, or systems implementation.
At least 2 years of hands-on experience managing end-to-end SDLC or Agile implementation projects.
Experience leading application development, systems integration, or enterprise application support teams.
Hands-on experience with Microsoft technologies and application development or support is preferred.
Experience managing enterprise applications such as ERP, HR, Finance, Clinical, CRM, or Donation Management systems will be advantageous.
Experience integrating with government agencies, healthcare platforms, or enterprise systems is an advantage.
PMP, PRINCE2, Scrum Master, or equivalent project management certification will be an advantage.
Healthcare industry experience is preferred.
Candidates with relevant experience but at a lower level may be considered for a junior appointment.
Knowledge & Technical Competencies
Strong understanding of enterprise application architecture, systems integration, APIs, middleware, and database technologies.
Good knowledge of software development methodologies, SDLC, Agile, DevOps, and application lifecycle management.
Familiarity with cloud platforms, Microsoft technology stack, and enterprise integration frameworks.
Understanding of IT governance, cybersecurity principles, change management, and quality assurance practices.
Experience in vendor management, contract administration, and project governance.
