Utilities Manager
As Utilities Manager, you'll own recapture performance end to end: a minimum of 90% on water, sewer, and stormwater, and 100% on trash, at every community where costs are billable to residents. This is a player coach role. You'll lead a team of analysts, set their priorities, and hold them accountable, while staying hands on with rate analysis, billback launches, submetering, and vendor contracts yourself. You'll work daily with accounting, legal, community managers, and outside vendors, and residents will feel the difference when you get it right.
What You'll Do
Team Leadership
- Give every community a named owner for recapture performance, either an assigned analyst or yourself
- Run a monthly cadence: review results against the 90%/100% targets, work the miss list community by community, and track every item to a named owner and date
- Review analyst work before it reaches leadership; rate analyses and billback recommendations need to be right the first time
- Coach analysts on rate analysis and state compliance so the whole team gets sharper
- Catch performance issues early, whether the problem is a community underbilling or an analyst not moving their list
Utility Recapture and Reporting
- Own the monthly recapture cycle: expense versus resident billing income by community, fund, and utility line
- Investigate every miss and document the root cause, whether it's rates, billing setup, occupancy, or a provider increase nobody caught
- Maintain the billback opportunity pipeline, and drive it from rate analysis through first bill
- Flag over recapture as well as under recapture, and prepare the executive roll ups for P&L calls
Billing Operations
- Manage rate table changes and new billback launches in the billing platform (ManageAmerica or similar), including high and low read exception review
- Audit provider invoices against resident billing to confirm pass through accuracy
Submetering
- Oversee the installation pipeline across properties and vendors, from contract through permitting, install, and billing activation
- Keep the master submetering contracts tracker current across the portfolio
Contracts and Vendors
- Negotiate and manage waste hauler, cable, and internet agreements, including rate escalation terms
- Route agreements through legal, and track renewals so nothing expires by accident
Compliance
- Maintain the rate notice compliance tracker across every operating state
- Keep Havenpark at 100% legal compliance on notice timelines and content, no exceptions
Budgeting
- Build annual utility budgets from trailing actuals, provider rate schedules, and contract terms
- Support the broader budget cycle with utility trend analysis
What You Bring
- 4+ years in utility management, property operations, or revenue or financial analysis
- Real people management experience: you set expectations, review work, and have the hard conversation when someone isn't hitting their numbers
- Advanced Excel skills, comfortable in large GL exports
- Working knowledge of multi state utility pass through regulation, or the ability to build it fast
- Strong vendor negotiation skills
- Clear written communication; you'll draft resident notices, regulator responses, and executive summaries
Nice to Have
- Experience with utility billing platforms like ManageAmerica or Conservice
- A track record running multiple recurring cycles (reporting, notices, renewals) without a dropped ball
