Utility Asset Manager

Performs difficult professional work managing utility assets, planning, designing, managing, and administering the Capital Improvement Program for the City's water and wastewater systems, and related work as apparent or assigned. Work is performed under the general direction of the Director of Water and Sewer. Occasional supervision is exercised over subordinate and technical personnel.

Essential Functions

• Manages assets for the water distribution and sewer collection systems; quantifies, locates, and assesses system assets.
• Develops and implements the asset management program throughout the water and sewer department; develops paperless workflows to improve efficiency and capture asset data including failures, repairs, new construction, materials, sizes, quantities, and time spent by field personnel.
• Designs engineering plans and specifications including CAD, calculations, permits, construction inspection, and project management.
• Reviews the water and sewer portions of engineering plans submitted by other agencies and developers.
• Updates and calibrates the hydraulic models for the water and sewer systems; For water systems, provides estimates of pressure and flow during various system conditions and scenarios. For sewer systems, provides analyses of available capacity for various system conditions and scenarios.
• Assists the Director in preparing reports, requests for proposals, planning, training, continuing education programs, etc.
• Updates the Geographic Information Systems (GIS) mapping for the water and sewer systems; archives plans, sewer CCTV, and field records by linking them to associated assets.
• Creates capital improvement plan(s) for water and sewer assets; assesses probable system conditions, prioritizes repairs and replacement projects, estimates costs, makes equipment recommendations, etc.

Knowledge, Skills and Abilities

Thorough knowledge of the principles and practices of civil engineering as applied to the development and construction of water and wastewater projects; thorough knowledge of CAD, GIS, Water and Wastewater Modeling, and Asset Management; thorough knowledge in planning, layout, and design of water and wastewater projects and preparation of related estimates and specifications; general knowledge of asset management principles and techniques; skill in the use of civil engineering instruments and equipment; ability to perform difficult engineering computations and to make comprehensive recommendations on engineering problems and planning; ability to communicate complete ideas effectively, orally and in writing; ability to calculate complex cost reports; ability to maintain effective working relationships with City officials, associate, contractors, and the general public.

Education and Experience

Bachelor's degree with coursework in civil engineering, or related field and extensive experience in water and wastewater, public works, utility engineering, construction methods and materials, or equivalent combination of education and experience.

Physical Requirements

This work is sedentary and requires little to no exertion of force; work regularly requires sitting and using hands to finger, handle or feel and occasionally requires standing, walking, speaking or hearing, reaching with hands and arms and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires working near moving mechanical parts, exposure to fumes or airborne particles, exposure to outdoor weather conditions and exposure to vibration; work is generally in a quiet location (e.g. library, private offices).

Special Requirements

Possession of Professional Engineer (P.E.) license upon hire. Valid driver's license in the Commonwealth of Virginia.

Familiarity with ESRI ArcGIS, Autodesk Civil 3D, Cityworks, Autodesk (formerly Innovyze) InfoAsset, Office and Field Suite, WaterGEMS, and InfoWorks ICM is a plus.
